Mass Commission for the Blind is Hiring a Director of Accounting Near Boston, MA

The Massachusetts Commission for the Blind (MCB) is seeking a detail-oriented accounting professional to provide direction, guidance, and assistance in the day-to-day accounting operations of the Finance Unit. The Director of Accounting will supervise accounting unit staff responsible for processing payments.

The Director of Accounting will ensure the timely flow of information and data related to the Management Accounting and Reporting System (MMARS) and MCB’s internal financial database. This position is directly responsible for managing payments to all vendors, including consumers, congregate care, and support and stabilization providers.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Supervise assigned accounting staff, assess needs, and recommend ongoing professional development as applicable.
  • Review and authorize all financial documents received daily by the MCB Finance Unit.
  • Conduct daily approval of purchase orders and payments on the MMARS document catalogs, including approval and interface of Electronic Invoice Management (EIM) payments.
  • Provide guidance and technical assistance to MCB staff and providers on accounting inquiries or issues.
  • As assigned, provide financial analyses and recommendations to the Budget Director and Chief Financial Officer.
  • Work closely with the Budget Director, Contracts Director, and their teams regarding service utilization and encumbrance balances.
  • Establish and maintain fiscal files and records to document transactions.

Required Qualifications:

  • Knowledge of the principles and practices of accounting, including related terminology.
  • Ability to analyze and determine the applicability of accounting data, draw conclusions, and make appropriate recommendations.
  • Advanced proficiency with Microsoft Office applications, including Word, Excel, and Outlook.
  • Ability to exercise sound judgment and maintain accurate records.
  • Ability to understand, apply, and explain the laws, rules, regulations, policies, and procedures governing assigned unit activities.
  • Ability to communicate effectively with professionals.
  • Capacity to learn and apply agency policies and procedures including fiscal guidelines for purchasing services for consumers.
  • Ability to handle confidential information with an understanding of diversity and the importance of fostering an open and respectful work environment.

Preferred Qualifications:

  • Knowledge of Massachusetts Management Accounting and Reporting System (MMARS) and MMARS Warehouse.
  • Knowledge of the Massachusetts Comptroller’s policies and procedures.
  • Knowledge of the MCB Checkbook financial system.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
