Mass General Brigham is Hiring a Program Director, Community Health Evaluation & Reporting Near Boston, MA

The Program Director for Community Health Evaluation and Reporting is responsible for community health reporting and compliance functions at Mass General Brigham and program evaluation for system-wide community-based initiatives. The Director will develop and implement MGB standards related to the federal and state triennial assessment and planning cycle, and oversee all related annual compliance reporting, including IRS Schedules H and I, Massachusetts Attorney General Community Benefit reporting, Determination of Need, and the City of Boston Payment in Lieu of Taxes program. The Director will maintain a in-depth knowledge of system community health programming and develop logic models to measure the impact of MGB system-level programs in collaboration with the MGB Analytics team. The Director will also work with entity community health regulatory leads on logic model development for initiatives responding to hyper-local community needs .
Key Functions Include
  • Assessment and Planning: D evelopment of MGB strategies and standards for the triennial assessment planning process; oversight of the collection and interpretation of primary/qualitative data; play a lead role in regional collaboratives and working groups; and lead the synthesis of primary and secondary data for reports and presentations.
  • Community Health Program Evaluation: Meet regularly with Community Health and Health Equity leaders to understand the key goals and strategies across the various workstreams. Work directly with program team leaders to understand and inform implementation models from which comprehensive evaluation plans are developed. Maintain a strong understanding of program roll-out and develop methods for collecting and maintaining essential program data to inform program iteration and improvement; and as needed coordinate and align with external evaluators.
  • Community Health Program Evaluation: D evelop theories of change, evaluation plans, tracking tools, and models for impact measurement; coordinate as needed with MGB Data and Analytics teams for data they own. Maintain an expert level understanding of essential public health evaluation methods: survey, interview and focus group design; community-based participatory research; secondary data synthesis and interpretation; policy analysis.
  • Compliance and Reporting: Oversee all required compliance reporting including to the IRS, the MA AGO, MA DPH, and grantors; play a lead role in the maintenance of tracking and grant management tools.
  • Prepare PowerPoint presentations and reports, attend and present at conferences and initiate, write manuscripts for peer reviewed journals, write evaluation, and develop collective impact content in collaboration with MGB Community Health communications team.
  • Other duties as assigned.
  • Extensive knowledge of the principles, practices and techniques of qualitative data collection and synthesis of complex data into meaningful content.
  • Extensive knowledge federal, state and local community benefit and Determination of Need compliance requirements.
  • D emonstrated public health evaluation, report, and grant writing skills.
  • Strong organizational, planning and project management skills, including the ability to handle risk and/or difficult situations and to manage effectively in a dynamic, fast-paced environment.
  • Ability to develop and maintain relationships with internal and external key stakeholders.
  • Requires minimal direction from leadership and possesses the ability to learn quickly.
  • Bachelor's Degree required. Master's in Public Health or related field preferred.
  • Project Management Certification preferred.
  • 8-10 years of experience in the areas of:
  • Data collection and evaluation
  • Community health programming
  • Community health compliance - Community Health Needs Assessment, Determination of Need
  • Health equity
Location : Hybrid/Remote: Required to be on site and in the office once a week. Additional office time for meetings and occasional visits to different hospitals.
