Departmental Mission Statement : The Fiscal Affairs Department of the Trial Court responsible for the administration and oversight of the financial functions of the Trial Court.
This work is accomplished through the eight organizational units in the Department, including : Accounting; Budget; Internal Audit;
Financial Planning and Analysis; Fiscal Systems; Grants; Payroll; and Procurement. The Fiscal Affairs Department oversees and processes all financial transactions from funds appropriated by the legislature and available through grants, trusts, and capital allocations for 119 court divisions, the Administrative Office of the Trial Court, the Administrative Offices of the seven Trial Court departments, the Sentencing Commission, the Office of the Commissioner of Probation, and the Office of the Jury Commissioner.

Position Summary : The Deputy ACFO for Payroll supports the ACFO for Payroll and the Chief Financial Officer as a key fiscal contributor for the operation of the Payroll Unit within the Fiscal Department of the Office of Court Management.
The Deputy ACFO for Payroll will assist in development and implementation of payroll related policies and procedures to design, develop and implement policies and processes that will promote efficiency and reliability, in a collaborative work environment that is goal-oriented, impactful, and mission-driven.
This includes providing supervision of the payroll staff and overseeing the end-to-end process for all payroll within the Trial Court and collaborating with and supporting Trial Court Divisions.
The Payroll Unit collaborates closely with the Human Resources Department in matters related to include the administration of Trial Court Personnel Policies and Procedures, compensation and benefit administration, and time and attendance.
The Payroll Unit also works with the Budget Unit within the Fiscal Department and Office of the Comptroller, State Treasurer, State Board of Retirement, Group Insurance Commission, Department of Revenue and other various agencies within state and federal government agencies.
Supervision Received : Works under the direction of the Assistant Chief Financial Officer for Payroll with limited direction in performing duties which require a high degree of independent judgement and initiative.

Minimum Requirements : These are the minimum requirements necessary to apply for the position of Payroll Manager :
Education and Experience :
A Bachelor’s Degree and (6) years of relevant, applicable work experience with an emphasis in Payroll or related business operations.
Equivalent combinations of education and experience will be considered for meeting minimum qualifications.
Demonstrated supervisory ability is required.
