About the opportunity:
We are seeking a Director of Federal Value-Based Care Business to lead the management of Mathematica's Value-Based Payment Design and Operations and Technical Assistance for Healthcare Transformation staff communities. The Director will:

  • Work with the Executive Director of Federal Value-Based Care to manage the performance of the staff communities within the Federal Value-Based Care business by:
    • Tracking revenue, backlog, billability, open staffing requests, and other metrics to understand and assess performance
    • Proactively engage Center for Medicare and Medicaid Innovation (CMMI) and Center for Medicare (CM) internal leadership members to anticipate and address project- and proposal-staffing needs and staff-management issues
  • Work closely with the Executive Director and Health Unit leadership to support strategic planning and execution
  • Serve as a senior resource for the staff communities, and other relevant supervisors and project directors
  • Actively work to build and maintain the morale of staff
  • Identify recruitment needs by engaging relevant area directors and the Executive Director in staff pipeline assessments and target setting, and by providing oversight to recruitment teams in their hiring efforts
  • Partner with HR, the Executive Director, and the CMMI and CM area director and other relevant area directors to plan staff development and training activities to ensure the staff communities are adequately prepared to respond to new opportunities
  • Partner with HR in the development of policies and processes for staff assessment and advancement, including the ongoing build-out of the career pathways relevant to staff working in the staff communities
  • Maintain relationships with staff in the client space and advise others on client needs, preferences, and priorities
  • Work with the Executive Director and other Federal Value-Based Care management to support the consistent communication of management policies, priorities, and updates to supervisors and staff
  • Where needed, work with Value-Based Care management team, tech partners, and other Health Unit management to support staff management and the execution of initiatives across communities, departments, and divisions within the Health Unit
  • Actively support the advancement of organizational diversity, equity and inclusion efforts, and apply a diversity, equity and inclusion lens across job responsibilities
  • In addition to the above responsibilities, the Director is expected to maintain reserve and perform 50% of time to project work in the Federal Value-Based care space.

Position Requirements:

  • A master’s or doctorate degree in public policy, public health, economics, health services research, business administration, management, or other relevant discipline, or commensurate professional experience that may substitute for educational requirements
  • 10 or more years of professional experience relevant to value-based care, technical assistance for health care transformation, learning systems for health care transformation, or health care policy consulting
  • 5 or more years managing or directing the work of a group of staff (for example, leading strategic initiatives or process improvement activities, reconciling staffing, managing recruitment targets, managing staff development, and directing projects.)
  • Experience leading and understanding the roles of staff with a wide range of skills relevant to value-based care work, including qualitative and quantitative research, health economics, payment design, statistical analysis, measurement, stakeholder facilitation, measure implementation, learning systems, technical assistance, and project management
  • Ability to gain trust and support from groups of senior staff using both formal and informal leadership structures

This position offers an anticipated base salary of $145,000 - $180,000 annually. This position is eligible for an annual discretionary bonus based on individual and company performance.

Staff in our Health unit will eventually work with our largest client, Centers for Medicaid & Medicare Services (CMS). Most staff working on CMS contracts will be required to complete a successful background investigation including the Questionnaire for Public Trust Position SF-85. Staff that are unable to successfully undergo the background investigation will need to be able to obtain work outside CMS. Staff will work with their supervisor to get re-staffed, however if they are unable to do so it may result in employment termination due to lack of work.
