Job Title: Sr Product Owner - Child Welfare/ Human Services
Duration: 12 Months (Contract)
Location: Hartford, CT (Hybrid, Candidate Must Be Local & Must be a USC or PR)Local candidates only--must be within a 2-hour drive from Hartford, CT.Scope of Work:The selected candidate will serve as a Product Owner/Product Manager, acting as a liaison between technical and business stakeholders on the CT-KIND Project. Responsibilities include analyzing and documenting, collaborating with various stakeholders including regional and central office staff, community partners, and the Judicial System, facilitating LEAN events for process mapping, assessing business readiness, and supporting organizational change management. Additionally, the role involves coordinating with social work staff for system development, assisting in training plans, and ensuring compliance with federal regulations.Specific Services Required:

- Facilitate LEAN Events, business process mapping, and requirements gathering.
- Assist in developing project documents and presentations.
- Demonstrate excellent communication, collaboration, and interpersonal skills.
- Work proactively and independently with strong problem-solving abilities.
- Provide guidance and training to agency staff as needed.
- Interface with users, sponsors, and stakeholders to determine evolving needs.
- Review documentation and collaborate with development teams to ensure alignment.
- Generate various products such as business cases, requirement documents, and training materials.
- Identify business trends and needs using real data and staff feedback.
- Continuously improve monitoring and deliver better value to the customer.
- Communicate key insights and findings to team members.
- 5 years of experience in Child Welfare or related field.
- Product Owner/Product Manager certification is a plus.
- Knowledge of DCF’s mission, policy, practice, state agencies, and community partners.
- Familiarity with agile development methodologies and acceptance criteria.
- Understanding of case management systems and modern web-based applications.
- Proficiency in Business Process Mapping, requirements gathering, and documentation.
- Experience in facilitating large groups for presentations, LEAN Events, and trainings is advantageous.
- Ability to analyze data to draw business-relevant conclusions.
