Job Summary
The System Safety Specialist, Assurance will assist in managing the MBTA Safety Assurance consultancy services and vendor relationship to ensure Safety Assurance with site-specific Health and Safety Plans. The System Safety Specialist, Assurance will also assist in the development of the MBTA Safety Assurance Program.
Duties & Responsibilities

  • Support the management of assigned Safety Assurance programs in accordance with the MBTA manuals, policies, and procedures as may be amended from time to time, or program-specific delivery protocols and procedures, Project Manager's Manual; Project Controls Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; MBTA Directives published on the MBTA Web Page or provided directly by the Authority, as well as FTA Circular 4220.1F Third Party Contracting.
  • Prepare project progress reports. Assist in the procurement of consultants as required.
  • Participate in safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow-up assessments as needed.
  • Assists with assuring MBTA Safety plans, programs, and directives are implemented.
  • Assists with assuring comprehensive environmental safety and health programs on-premises or at the project, site locations are carried out as per terms and conditions.
  • Provides project management team with guidance on health and safety and confirms project site fulfills industry, local, state, and federal guidelines, and regulations.
  • Assists with assuring Emergency Action Plans are correct and verifies contact information for project site injury and incident notification, investigation, and case management. Maintains a written log of safety inspection activities, reports, and correspondence.
  • Guarantees that all work is performed in accordance with approved manuals, internal policies and procedures, contract documents, and good engineering practices.
  • Provides technical support to project managers.
  • Coordinates and administrates schedule updates, invoices, and submittals.
  • Participates in team meetings and provides scheduled on-site project presence.
  • Demonstrates MBTA's organizational values of stewardship, integrity, respect, and teamwork.
  • Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
  • Bachelor's degree from an accredited institution in Occupational Safety, Environmental Health and Safety, Safety Engineering, or a related field.
  • Four (4) years of related Safety experience in the design, construction, inspection, and/or maintenance of transit or railroad track systems and components.
  • Effective communication, organizational, analytical, time management, and interpersonal skills.
  • Working knowledge of Microsoft Word, Excel, Database, and PowerPoint applications.
  • Proven track record of collaboration, transparency, and problem-solving skills.
  • The ability to effectively communicate with co-workers, consultants, and contractors.
  • Excellent customer service and conflict resolution skills.
  • Must possess a valid driver's license.
  • Risk assessment/management.
  • Administrative policies and procedures.
  • EPC industry experience.
  • Familiarity with project and department budget processes and tools.
  • Knowledge of project controls.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
  • Experience with enterprise-wide program/project management and/or people management and in the management of the railroad, transit, or facility projects.
  • Familiar with FTA, FRA, MBTA, and MassDOT rules and regulations regarding project delivery, environmental requirements, and permitting.
  • Experience working in transportation, heavy construction safety, or related field.
  • Able to understand OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations.
  • Experience in the transportation industry with commuter, heavy rail, light rail, and/or bus systems is a plus.
  • Experience delivering projects utilizing alternate delivery methods and KPIs.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
