Job Title: HR SpecialistSalary Range: $61,685 - $74,978
Reports to: HR DirectorPlease note that this position is 260 days (12 months) with 10 paid holidays, paid sick leave and paid flexible personal leave (3 days per year). If hired after the start of the school year, days and leave are pro-rated. The McMinnville School District provides generous personal and family benefits including medical, dental and vision coverage.Job SummaryThe HR Specialist works with the HR Director to support human resources functions for District staff. The Human Resources Specialist provides support to administrators, certified, and classified staff in a manner that promotes district goals; supports the district in complying with labor laws; and helps coordinate various human resources functions, programs, systems and procedures that maximize the effectiveness of employees in providing the various aspects of the instructional program for students.Essential Job Functions
  • Exercises independent judgment to manage daily operations of the human resource department in a manner consistent with administrative direction, district policies, procedures, and district goals.
  • Develops, interprets and reviews district policy and procedures, within established guidelines, for staff, students, parents, and others, in a timely and accurate manner.
  • Establishes and maintains effective communications within human resources and the district office to ensure coordinated action, efficiency, and high morale.
  • Maintains, stores, and retrieves information in a timely, accurate, and efficient manner using standard and proprietary office systems, equipment, and software.
  • Assists with the development of department goals, objectives, and systems.
  • Assists with staff development, staff retention, and training.
  • Process Changes of employment in eFinance
  • Assists with building/program communications, both oral and written, in a manner that supports effective decision-making and facilitates the completion of the work of other staff.
  • Researches and informs the Human Resources director and team of new BOLI laws and requirements.
  • Interprets employee contracts, supports district-wide staffing, and staff assignments throughout the year.
  • Assists and provides support with union contract negotiations.
  • Develops and maintains job descriptions and classifications.
  • Update and maintain management tools for evaluation and performance development and monitor completion of evaluations in a timely manner.
  • Conducts recruitment and attends recruitment events for all licensed and non-licensed personnel, and temporary employees; conducts new-employee orientations.
  • Assists in evaluation of reports, decisions, and results in relation to established goals. Recommends new approaches, policies, and procedures to produce continual improvements in department efficiency and service.
  • Acts as unemployment liaison and Employee Assistance Program liaison.
  • Audit and maintain position control for all District positions, provide reports to Admin as necessary.
  • Track student teacher placement & process reduced tuition vouchers
  • Process Tuition Reimbursement requests
  • Maintain sick leave bank and rollover process
  • Proctor the paraprofessional assessment as needed
  • Track child abuse reports and create a file
  • Update employee handbook and track acknowledgement survey
  • Processes end of the year leave rollover
  • Process all mid-year employment changes in all necessary systems and prepare a personnel report for the school board
  • Distribute and collect all individual employment contracts and salary sheets
  • Update union agreements and salary schedules as necessary
  • Organize the school calendar committee
  • Develop all employee work calendars
  • Responsible for being familiar with the school/district policies and procedures which govern the work
  • Prompt and regular attendance is required
  • Perform other duties as assigned

Essential Job Requirements - QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Bachelor’s degree and a minimum of two years of Human Resources experience or combination of education and experience in the HR field.
  • Knowledge of principles and practices of personnel administration.
  • Effective oral and written communication skills and excellent interpersonal skills.
  • Knowledge of laws, regulations, rules, policies, collective bargaining agreements, and related documents.
  • A high level of proficiency in standard English and the ability to clearly communicate orally and in writing. Bi-lingual in English and Spanish is desired.
  • Proficient in office information systems, paper and electronic, as well as office equipment and software, including Microsoft Office suite and Google Suite.
  • Ability to analyze problems, develop plans, implement procedures and work cooperatively and harmoniously as a team member.
  • Ability to carry out work responsibilities effectively under pressure of deadlines, interruptions, and new or emergency situations.
  • Skilled in managing and delivering effective customer service.
  • Strong skills in independently planning, organizing and carrying out work assignments, and planning and directing the work of assigned staff or students.
  • Strong skills in communicating with credibility and confidence, both in oral and written form.
  • Strong skills in interacting effectively and collaboratively with diverse individuals or groups, using creative problem-solving and conflict resolution skills.
  • Ability to understand the district’s instructional goals and carry out work assignments in a manner that supports those goals.
  • Mastery of office equipment and technology.
  • Ability to travel among district facilities as needed; if driving, the ability to meet district driving standards.
  • Ability to work with a diverse population.
  • Ability to respect confidential information.
  • Computer skills to include use of word processing programs, database programs and the Google Suite of products.

Terms of Employment: 12 months. Work hours may vary to include some evening hours and some travel.
