What are the responsibilities and job description for the Facility Security Officer position at MDW Associates?
MDW is currently seeking a full-time Facility Security Officer (FSO) to provide support for all security actions in accordance with 32 CFR Part 117 NISPOM Rule and other Federal government security regulations. The FSO will serve as the liaison with US government counterparts, conduct security briefings and debriefings, monitor classified contracts, and perform periodic self-inspections.
Responsibilities include the maintenance and oversight of personnel security, information security, physical security, document control, subcontractor management, DD Form 254s, and counterintelligence. In addition, the candidate will support and maintain site and program security plans, processes, and procedures.
Additional Job Responsibilities:
- Perform all company FSO activities and responsibilities in compliance with 32 CFR Part 117 to include personnel clearance processing, tracking, education, reporting, debriefs and any other administrative duties
- Successfully prepare for and conduct annual security self-inspections and support DCSA Security Vulnerability Assessments and/or Continuous Monitoring Engagements
- Process and manage DISS/NBIS, visit requests, personnel security inquiries and eAPP initiations
- Develop and administer a comprehensive security education training program
- Responsible for completion and submittal of SF86s, SCI nominations and special access packages
- Prepare, issue, track and maintain Prime and Subcontractor DD254s
- Create and update security plans, procedures, and instructions
- Oversee CAC requests for multiple customers
- Assure compliance with all government and company security regulations
- Stays apprised of new regulations and security developments
- Provide additional support for NASA onboarding and offboarding activities via the NASA Identity and Access Management (IdMAX) system to include initiating of NASA Personal Identify Verification (PIV) enrollments, IT access, and the requisite security investigation.
Required Skills
- Candidates must have an Active Secret clearance with the ability to obtain a Top Secret/SCI clearance
- Knowledge in 32 CFR Part 117 and other DoD security directives is a must
- Proficient in DD Form 254 development and management
- Familiarity with NISPOM and DCID guidance documents
- Significant experience with DCSA Defense Information Security System (DISS) and National Background Investigation Services(NBIS), and National Industrial Security System (NISS)
- Must be focused and pay high attention to details
- Proficient with Microsoft applications
- Excellent interpersonal, written and verbal communication skills.
Required Experience
- 5 years' experience in Industrial Security as a Facility Security Officer (FSO) or Assistant Facility Security Officer (AFSO) required
Desired Qualifications
- Top Secret clearance
- Experience with submitting CAC requests and SCI nominations
- Experience conducting security incident inquiries
