Summary As a supervisor / manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met.

The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Responsibilities The William J. Hughes Technical Center (WHJTC) and AIT Acquisition Services Division acquires equipment, systems and services in support of the FAA's mission to ensure the safest most efficient aerospace system in the world.

Our customers include WJHTC center operations division, test and evaluation services, the NextGen test and research laboratories, and the Chief Information Officer's Agency level portfolio.

Our services include procurement planning, market research, customer consultations and awarding and administering contracts.

Manages the work of subordinate organizations through subordinate branch managers. Manages the work of a large, multi-level organization typically through subordinate managers.

Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.

for a major organization. Exercises overall responsibility for the award and administration of all contracts and agreements performed by Division personnel and in support of assigned FAA requiring organizations.

Provides leadership and advanced acquisition expertise to lead division performance. Supervises the work of subordinate managers.

Assigns work; establishes goals and priorities for completion; sets performance standards; evaluates performance, and takes appropriate actions to manage performance and conduct;

identifies and ensures training and development needs are met; approves leave; takes or approves corrective / disciplinary actions as appropriate and makes decisions and recommendations for appointment, promotion, and awards and recognition of employees.

Establishes and implements operating policies and procedures for the Division; ensures functions are carried out in accordance with applicable laws, regulations, and agency policy;

implements consistent standards and best practices across the Division; and reviews, monitors, and evaluates the effectiveness of Division functions.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures;

and a comprehensive understanding of the objectives of the major subdivision, the LOB / SO, and the FAA. Division functions include devising innovative acquisition strategies and developing, awarding, and administering contracts and agreements for a broad range of Agency acquisition programs.

Acquisitions involve one or more specialty areas, such as research and development, technical and professional support services, facilities, and construction and architect-engineer services.

Acquisitions are often technically complex, mission essential, high visibility, and / or high dollar value. In addition to leadership responsibilities, the incumbent maintains Level 3 Contracting Certification and an unlimited Contracting Officer (CO) warrant.

As a warranted CO, incumbent has the authority to enter into contracts and agreements that bind the Federal Government. Regularly serves as an advisor to agency officials on acquisition strategies and matters.

Represents the FAA at meetings with industry, Department of Transportation (DOT), DOT Office of the Inspector General (DOT OIG), Government Accountability Office (GAO) and other government agencies.

Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion.

Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB / SO or FAA-wide interests are at stake.

  • and (2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position;

and (3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level.

Applicants must document successful completion of core course work or evidence of certification. SPECIALIZED EXPERIENCE REQUIREMENT : To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J in the Federal Service.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes : Experience managing or leading a contract program while meeting agency needs through expert and innovative strategies and contract award and administration.

Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met.

This applies to other positions at the same pay band / grade in the FAA or other Federal agencies. To qualify for a position at a higher pay band or grade, he / she must meet the requirements and specialized experience as stated.
