GridIron IT is seeking a Policy Analyst local to Washington, DC.

Essential Functions
  • Provide on-site SME support for FMS Policy Branch within SAF/IAPX to advise areas for technology integration and process improvements
  • Recommend and execute enhancements to the management of FMS Policy materials in a collaborative environment to promote increased access and visibility to leverage COTS technology platforms to promote efficient, effective, and timely resolution of FMS policy questions and tasks
  • Coordinate efforts with the CIO to evaluate opportunities within SAF/IA portfolio to enhance current collaboration capabilities as it pertains to policy issues
  • Support refined document management
  • Apply knowledge management principles to develop continuity repositories
  • Apply meta-data for enhanced search capabilities
  • Manage collaboration sites to enable execution of multi-organizational review and action item execution
  • Advise regional country directors on security assistance policy and pseudo-FMS policy issues affecting Pol-Mil initiatives with allied and friendly countries to the U.S.
  • Analyze & report on complex SC issues, initiatives, legislative matters, executive orders, and agreements
  • Conduct security assistance policy analysis and provide any positive recommendations for improvement
  • Review SC documents, amendments, and modifications to Letters of Offer and Acceptance, Letters of Intent, Memoranda of Understanding, and Congressional Notifications to ensure compliance with established policies & procedures
  • Make recommendations for enhancements to the management of select policy materials to include any update to the AF Manual 16-101
  • Work closely with the IA community, to include HQAF staff, MAJCOMS, CCMDs, and SAMRS users, and system administration and sustainment for SAMRS and T2, AFP NIPRNet, and SIPRNet support team
Qualifications
  • 3 years' experience
  • Understanding of policies affecting the USAF and the F-35 (JSF) Program Office within the international affairs arena and obtain extensive and delicate coordination, when necessary, with officials of other Defense agencies and the DOS to resolve dynamic issues
  • Understanding of policies affecting the pseudo-FMS process and obtain extensive and delicate coordination, when necessary, with officials of other Defense agencies and the DOS to resolve dynamic issues
  • Master's Degree (emphasis on an International Affairs curriculum desired) in Law and Diplomacy
  • SECRET security clearance mandatory
  • NATO SECRET clearance eligibility mandatory
  • 5 years' experience in: FMA Case Development and Implementation, including pseudo-FMS case programming; Security Cooperation programs; and Building Partner Capability Programs
  • U.S. DoD staff experience in a military or civilian capacity
  • Professional military education through the intermediate developmental (O-4) level
  • Knowledge and general understanding of USAF roles and missions, security cooperation, international affairs, security assistance, foreign military sales to include the process, legislation, and players; pseudo-FMS legislation; SAF/IA's role in U.S. Government and International security cooperation community
  • Demonstrated experience implementing DoD acquisition policies, laws, regulations, and guidance required to implement FMS LOAs
