Head of Supply Chain and Procurement

Department/Division: Operations

Reports Directly To: COO

FLSA Status: Exempt

Level: Sr Advisor/Sr. Manager

SUMMARY:

The Head of Supply Chain and Procurement will initially report to the Chief Operating Officer and coordinate, track, document, and report all activities involved in the identification, qualification, selection, procurement, and disposition of the company’s equipment, goods, and services needed to operate oil and gas assets. The ideal candidate will have leadership experience and, preferably, Upstream Oil and Gas Supply Chain & Procurement experience, and will also have complimentary commercial, technical, or operational experience that can be leveraged to provide additional operations support services to the Operations team, including field services. The person selected will need to gain an understanding of internal Mitsui Supply Chain and Procurement policies and procedures to establish “fit for purpose” solutions for MEPUSA’s operations. Although the position will initially not have dedicated staff reporting to them, they will be responsible for standing up MEPUSA’s Supply Chain & Procurement department and will also be responsible for guiding it to accommodate future planned growth for MEPUSA.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Work closely with Operations team and other departments as needed to secure/procure the necessary equipment, goods, and services needed to operate oil and gas assets in a timely and cost-effective manner.
  • Coordinate, track, document, and report all activities associated with securing/procuring equipment, goods, and services.
  • Establish and oversee vendor qualifications and selection guidelines that are fit for purpose, efficient, and effective.
  • Collaborate with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain system that is aligned with Mitsui’s guiding policies and procedures.
  • Establish performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain.
  • Develop and maintain detailed inventories of materials and supplies located in the company, at sites, and in the factory.
  • Partner with Accounting department to develop a process and system to track materials and equipment from initial receipt through full life cycle. This includes ensuring material transfers are completed and documented.
  • Maintain optimum quantity of supplies and materials while ensuring supply chain does not become critical path.
  • Analyze current inventories and procedures; suggest improvements to increase efficiency of supply chain and profitability for the company.
  • Develop policies to increase efficiency throughout the supply chain while ensuring quality and safety; implement subsequent changes to processes to improve effectiveness.
  • Identify optimal shipment and transportation routes with attention to consolidation of warehousing and distribution.
  • Assess the need for material-handling equipment and staffing; make recommendations to ensure efficient loading, unloading, movement, and storage of materials.
  • Negotiate prices for raw material and delivery with suppliers, vendors, and/or shipping companies.
  • Participate as an advisory member of the operational team, providing information and guidance on market availability and cost of goods & services.
  • Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements; identifies and qualifies new suppliers in collaboration with other departments.
  • When necessary, evaluate, recommend, and integrate a supply chain/procurement vendor software to monitor, track, measure, and report supply chain/procurement related activities.
  • As time permits and opportunity arises, support Operations team in various other commercial, technical, or operations support duties or projects at the guidance of COO or Operations VP.
  • Assist in the MSA process as needed.

QUALIFICATIONS:

  • Excellent verbal and written communication skills; as well as presentation skills.
  • Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with vendors, suppliers, shippers, and customers.
  • Strong supervisory and leadership skills with a demonstrated record of success.
  • Excellent organizational skills and attention to detail; able to multi-task and prioritize work
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software.
  • Ability to independently travel to support field operations and meet with vendors on site as necessary.
  • Initiative-taking individual with a bias toward action and delivering optimum results.
  • Ability to deal with complex, competing priorities.

EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree in business, engineering, or related commercial/supply chain field required.
  • Extensive experience (minimum of 10 years) dealing with supply chain and procurement related issues in the energy industry required. Three years of experience as a supervisor, manager, team lead, or similar relevant position preferred. Specific E&P experience is strongly preferred as well.
  • Familiarity of general supply chain & procurement management systems, as well as contractor management (qualification, certification, onboarding, audits, HSE compliance, etc.)
  • In addition to strong supply chain/procurement skills and experience, ideal candidate must also possess complimentary commercial, technical, or operational expertise that can be leveraged across the department.
  • History of mentoring and forging positive working relationships with multi-discipline teams as well as corporate leadership.

  • This job operates in a professional office environment and routinely uses standard office equipment
  • May occasionally be asked to work nights/weekends if urgent systems issues arise; must be able to be “on call” for emergencies when necessary.
