JOB SUMMARY:

Assists in creating timely accurate financial statements and reports; performs professional level accounting work in the maintenance and analysis of a general ledger; maintains complex financial records; collects, reports and reconciles all revenues collected; performs technical and administrative tasks in the processing and maintenance of financial and other related data. 

ESSENTIAL JOB FUNCTIONS:

Responsible for reconciling numerous GL accounts monthly and preparing journal entries. Responsible for reconciling monthly DHS GL to the State GL and making any adjusting journal entries.


Creates and reconciles reports and provides information to all department managers on project accounting as it relates to the budget.


Tracks and reports grants.


Answers questions and assists citizens and other county employees.


Provides support and back up for accounts payable, cash receipts, childcare payroll and foster care payroll as needed.


Prepares and creates detailed financial reports in order to monitor, report and evaluate financial activity.  


Balances and performs upload of information into the state system.


Review timesheets for signatures and accuracy to pay and leave authorizations.  Enters and balances time for monthly payroll.  


Maintains fixed cost distribution and project accounting in the payroll system. 


Administrative duties including: 

- Continual evaluation of current policies, procedures, and internal controls requiring effective interaction with multiple people including auditors, state employees, and direct employees.

- Assigns work, and makes decisions in the absence of the supervisor.

- Acts as lead worker for the unit. 

- Informs supervisor of employee achievements, progress, and problems.

- Suggests solutions and makes recommendations. 

- Assists auditors and accounting supervisor in annual close and prepares memorandums, letters, and reports in final form. 


Oral and written communications must be clear and effective.


Performs other related duties as assigned.  

MINIMUM QUALIFICATIONS REQUIRED:


Education and Experience:


Bachelor's degree in accounting or a related field and two (2) years of progressively responsible related experience.


Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.


 

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:


This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.


Work is generally confined to a standard office environment.
