DESCRIPTION:
The Summit View Treatment program is a division of Mesa County Criminal Justice Services operated by Mesa County. The program provides intensive (residential) in-patient and out-patient behavioral health treatment as well as contracts with a number of community agencies for dual diagnosed behavioral health treatment, domestic violence treatment and sex offender treatment. Services are provided to both justice involved as well as non-justice involved clients.

Summit View is an innovative program that focuses on evidence-based curriculums, delivered by highly trained and credentialed professionals that have produced some of the best success rates in Colorado. It currently serves approximately 36 in-patient clients, 150 client’s in out-patient programs as well as 150 residential community corrections client’s and 1,500 clients in various community programs.
JOB SUMMARY:
Provides direct supervision to Summit View treatment staff that provide inpatient and outpatient treatment services. Acts as a liaison with contracted providers operating on site and in the community. Provides consultation and direction to other county managed behavioral health services; assigns, manages and evaluates workloads for treatment staff.
 
Reviews clinical reports for accuracy and compliance with State and Federal standards and makes recommendations for treatment needs. Trains, supervises and coaches staff and completes quarterly and annual performance appraisals. Uses data to make decisions and prepare quarterly and annual program reports. Is fiscally aware, responsible and makes recommendations for program budgets
ESSENTIAL JOB FUNCTIONS:

Provides clinical supervision to staff within the scope of licensure and must be credentialed to provide clinical supervision to CAT, CAS, and LAC candidates and/or providers. Clinical supervision must meet the clinical supervision criteria outlined by DCJ, DORA, and BHA. Provides administrative supervision to all clinical staff. Evaluates and validates program curriculum to ensure reliable delivery of services as well as supporting evidence-based principles. Provides clinical consultation to community partners and other Mesa County entities. Participates in complex treatment plan and case plan formulation when needed to create behavioral health solutions for Mesa County residents. 
 
Facilitates individual and group therapy and educational groups.
 
Responsible for the recruitment of Clinical Staff. Provides coaching, training and support to clinical staff and support staff. Participates in hiring, evaluating and corrective actions.
 
Responsible for program audits, both local and State. Conducts department audits and reviews and oversees State audits of treatment services and programs; maintains program licensure as necessary.
 
Acts as the Contract Administrator for Mesa County overseeing contracts for services, expenditures and service quality. Works closely with local behavioral health providers coordinating referrals and funding. Works closely with other county departments that access local mental health services, including, the Departments of Health and Human Services, Mesa County Behavioral Health and various criminal justice partners in the community.
 
Maintains and promotes a professional image of the department with the public, community, and other governmental agencies; participates in special projects and committee assignments; attends community education programs, makes presentations, attends scheduled administrative meetings, clinical staffing’s; may act on behalf of program managers.
 
Promote and participate in team building and be an active and positive member of the treatment and case management team. Promote and support a positive and respectful work environment. Facilitate treatment and program team meetings.
 
Oral and written communications must be clear, effective, positive and professional. Ability to multitask through a variety of software programs. Ability to investigate and respond to program client complaints or concerns.
 
Performs other related duties as assigned.MinimumRequirements
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Clinical behavioral health Master’s degree or Doctorate is required. Appropriate degrees include: community counseling, human services counseling, marriage and family therapy, clinical psychology, counseling psychology, human psychology, clinical social work, psychiatric nursing/advanced practice nursing, and addictionologist – addiction medicine.
 
Familiarity with the Colorado Sex Offender and Domestic Management Board guidelines, principles and standards of supervision as well as best practices.
 
Two (2) or more years of progressively responsible related experience after the advanced degree. Bilingual verbal and written skills are desirable.
Licenses and Certifications:
Must be licensed in the State of Colorado as a LAC, LPC, or LCSW. If licensed as LPC or LCSW, must also have Colorado CAS or LAC in addition to LPC or LCSW.Supplemental Information
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 60 pounds.
Occasional exposure of work time to hazardous situations which involve physically violent persons, interviewing mentally or emotionally disturbed persons.
May be exposed to communicable diseases, infections, blood and bodily fluids.
Prior experience working in or managing a residential program is desirable.
Typically works business hours and days.
May require some irregular hours including days, evenings, weekends and holidays. May require some on-call or after hour consultations or coordination of services.
