The Clinical Manager III Substance Use Services provides clinical oversight of the team that provides chemical dependency services to persons with substance use disorders in an effort to promote a healthier lifestyle and sobriety. Services may include, but are not limited to, assessment, development of measurable treatment goals and objectives, referral, linkage, advocacy, monitoring, crisis intervention, recovery support services, and continuity of care. The Clinical Manager is also responsible for developing an on-call rotation and being available to staff. The CM III ensures all programs sustain any required licenses, adhere to documentation requirements via routine program audits, and comply with all payer documentation and data requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manage the day-to-day operation of the team or program according to a business profit-center model
  • Achieve monthly, targeted budget goals through effective management of revenue streams and controlling variable expenses
  • Ensures the team complies and meet agency performance metrics i.e. volume, late charting, etc.
  • Ensures the team meets all contractual performance measures, including but not limited to abstinence, employment, housing, legal, and ongoing services and support post treatment
  • Manages the fiscal operations of the program including annual planning and develops monthly status reports. Collaborates with the business manager as needed or required.
  • Reviews current status of customer accounts to identify billing and processing problems in a timely manner. Reports any concerns or problem areas to supervisor and business manager.
  • Ensures program staff remains current on required training records and files.
  • Maintains knowledge of and complies with established policies and procedures including government, insurance and third-party payer regulations/contractual requirements
  • Attends administrative meetings and participates in committees as requested. Conducts special projects and studies as directed.
  • Fosters an environment of continuous quality improvement. Ensures that an on-going CQI process is developed and implemented and provides leadership to the CQI process.
  • Conduct job responsibilities in accordance with the ethical standards of conduct, state contract, appropriate professional standards and applicable state/federal laws
  • The position ensures that there are adequate systems in place that define and monitor intake, service planning, on-going treatment, medical records and transfer/discharge.
  • This position collaborates with upper management to determine provider productivity benchmarks, and monitors staff compliance.
  • Keeps the direct supervisor Operations Manager aware of all issues that confront any team or program
  • Perform routine audits to ensure that treatment and documentation are performed in accordance with HHS and other contractual requirements
  • Performs other duties as assigned.

COMPETENCIES:

  • Understanding of HHS Substance Use TAC requirements

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  • Masters degree in psychology, social work, or other health science related field. Experience in directly providing or overseeing substance services required. Independent licensure as LPC, LCSW, or related independent licensure preferred. OR- Active LCDC licensure and at least 2-3 years of management experience.

MATHEMATICAL SKILLS:

  • Basic math skills required.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out simple one or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.
  • Ability to organize workflow and develop efficient clinic procedures
  • Ability to manage change and motivate employees to achieve standards
  • Ability to develop a strong team atmosphere with emphasis on achieving group and individual goals
  • Ability to understand financial statements and manage a budget
  • Ability to detect operational shortcomings and develop solutions to correct problems
  • Ability to be customer-focused and to build and maintain customer relations and overall business success

COMPUTER SKILLS:

  • Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
  • Ability to utilize Internet for resources.
  • Organizational & time management abilities.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain Texas Driver License within three (3) months of employment.
  • Liability insurance required if employee will operate personal vehicle on Center property or for Center business. Must be insurable by Centers liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.
