The Assistant Director, Bus Transportation Field Operations manages plans and provides oversight to the Transit Control Center, Street Operations, TRIP Department, and Operational Planning Department. Coordinates with the Director Bus Operations as well as the Deputy Director Transportation - Garage Operations and the Assistant Director Bus Transportation - Bus Administration in the development and implementation of Metro Transit and Metropolitan Council objectives to ensure safe, reliable, and efficient bus transportation service. Directs the efforts of staff to meet or exceed Metro Transit's goals for bus transportation performance, safety, efficiency and quality. Participates in various labor/management committees and diversity committees and projects; participates in grievance and complaint resolution and other related labor relations/employee relations activities.

3. Directs TRIP department in their function, operations, practices, and policies ensuring the quality and quantity of work performed is consistent with the department and agency goals:

4. Directs Operational Planning Department in their function, operations, practices, and policies ensuring the quality and quantity is consistent with the department and agency goals:

5. Coordinate the effective and efficient use of current and emerging technology to ensure on time performance, service delivery goals and work objectives are met:
  • Provides oversight for training and utilization of data within the TCC and field operations
  • Maintains active partnerships with other divisions in order to coordinate the use of data in systems in achieving agency goals
  • Provide executive sponsorship for technology projects such as: Annunciator, Real Time Sign (RTS) and Transit Signal Priority (TSP), Digital video download.
6. Represent Metro Transit's interests with external stakeholders such as community groups, cities, counties, and state and law enforcement agencies at meetings, hearings and project planning events:
  • Ensure that Metro Transit is a priority in a future roadway development to include ADA compliance, Title VI Compliance and operations and customer safety
  • Ensure incident and emergency response policies, procedures and practices are in place
  • Ensure that FTA Guidelines are followed for Special Service requests
7. Assist the Director as needed in the administration of labor relations and policy matters, such as grievance resolution, letters of agreement, labor contract issues and meet and confer sessions:
  • Convene hearings/meetings with internal stakeholders such as ATU, labor relations, and garage management teams
  • Review cases, including investigation of accidents, violations, reviewing video, policy compliance to determine resolution, communicate findings in written form to be distributed to all parties including legal if needed
  • Participate in mediations, arbitrations, and legal hearings

What education and experience are required for this job (minimum qualifications)

Education and Experience Requirements:
  • High School diploma/GED with eleven (11) years progressive experience in the transportation industry, budget development, procedure development and administration of performance management systems and three (3) years of supervisor/management experience.
OR
  • Associate's degree with nine (9) years progressive experience in the transportation industry, budget development, procedure development and administration of performance management systems and three (3) years of supervisor/management experience.
OR
  • Bachelor's degree with seven (7) years progressive experience in the transportation industry, budget development, procedure development and administration of performance management systems and three (3) years of supervisory experience.
OR
  • Master's degree with five (5) years progressive experience in the transportation industry, budget development, procedure development and administration of performance management systems and three (3) years of supervisor/management experience.
Knowledge, Skills and Abilities:
  • Principles and practices of supervision, staff development, personnel management, and labor relations
  • Extensive knowledge of the collective bargaining agreement between the ATU1005, TMSA, and Metro Transit
  • FTA regulations as they apply to a mass transit system
  • Intermediate skill level in MS office, use of internet and electronic calendar
  • Calculate figures and amounts necessary for effective budget estimation, cost allocations, and monitoring
  • Read, analyze and interpret technical procedures, financial and legal information
  • Write reports, business correspondence, and procedure manuals
  • Promotes an equitable, positive and respectful work environment that values cultural and ethnic diversity among all employees
  • Provides leadership to staff that promotes Metro Transit's Guiding Principles and teamwork
  • Present information and respond to questions verbally and in written form to groups of customers or clients
  • Influencing, instructing and negotiating with individuals to gain understanding, cooperation, and action

Work Environment: Position works in an office environment. Some travel to other facilities is required. Up to one third of the time this position works near moving parts or equipment, exposed to fumes or airborne particles, outdoor weather conditions and moderate noise.
