Position Description

This is a Full-Time Non Civil Service Position with Metro Action Commission with medical, dental, pension, and other insurance benefits.
Utilizing both leadership and management skills, plan and execute an individualized program for the students of Head Start/Early Head Start encompassing students’ needs in areas of social, educational, emotional, cognitive, language and motor development. Maintain a safe and healthy environment and accessible program for all staff, children, and community. Uphold the Mission, Vision, Values and Philosophy of the Metropolitan Action Commission.

Typical Duties

  • MAJOR RESPONSIBILITIES
    • Supervise daily operation of assigned center.
    • Assist center teaching staff in the planning and implementation of all daily program activities.
    • Work cooperatively and directly with teachers and other appropriate personnel to devise and implement programs and procedures necessary for monitoring and evaluating the total effectiveness of the program.
    • Organize program to meet individual needs of all children.
    • Comply with procedures and guidelines regarding special education services.
    - Administer pre- and on-going assessments to determine development levels of children.
    • Responsible for implementing and supervising all approved instructional programs.
    • Maintain up-to-date and accurate records of teachers’ performance.
    • Write recommendations and provide feedback to teaching personnel to ensure adherence with Head Start and Early Head Start Performance Standards.
    • Conduct regularly scheduled staff meetings.
    • Responsible for supervision of all students on school grounds.
    • Maintain daily adult/child ratios in classrooms.
    • Visit classrooms to observe and assess the instructional program.
    • Monitor bus and fire evacuation drills.
    • Monitor bus routes and logs for accuracy and safety of children and staff.
    • Responsible for coordinating with the Transportation Manager and/or Assistant Transportation Manager in providing bus routes and maintaining discipline on the school buses.
    • Establish positive, professional, and productive relationships with families, staff and volunteers.
    • Ensure compliance with all DHS, NAEYC, ECERS, Head Start, and agency regulations.
    • Prepare Licensing and Accreditation paperwork.
    • Supervises and coordinates reports and activities for State, Federal and other agencies which affect programs and curriculum.
    • Actively involve parents in planning classroom activities.
    • Utilize child assessment and family outcomes data to plan individualized instructional programs for children and to support instructional decision making.
    • Develop and maintain a program of community involvement as a means of interpreting and improving the program.
    • Prepare and submit monthly reports to Head Start Director or Early Head Start Director.
    • Assist with the preparation of the budget as it concerns his/her center.
    • Supervise staff at assigned center.
    • Participates in the interview, selection, assignment and transfer of personnel in his/her center.
    • Complete personnel performance evaluations as required.
    • Record and monitor staff time and attendance.
    • Process and submit timesheets for staff.
    • Conduct and record staff meetings as necessary.
    • Responsible for assuring highest quality rating for Department of Human Services rating.
    • Assure NAEYC Accreditation.
    • Participate in community forums to explain program’s goals and objectives.
    • Perform related duties as required.

Minimum Qualifications

Bachelor’s degree in Early Childhood Education and/or Child Development or a related field from an accredited college or university with a minimum of five (05) years teaching experience in a preschool setting as well as one (01) year experience in preschool management.
Candidates with accreditations earned in a foreign institute are encouraged to apply.
Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

  • Knowledge of Head Start Performance Standards
  • Knowledge of Head Start Policies and Procedures.
  • Working knowledge and ability to operate general office equipment.
  • Shall be a resident of the State of Tennessee or become a resident of the state within six (6) months of employment with the Metropolitan Government.
