OverviewUnder general direction, performs work of considerable difficulty in supervising an assigned staff of SCADA System Specialists, planning and executing the activities involved in supporting the end users by programming and maintaining the Plant Distributed Control System (DCS) and Pump Station Supervisory Control and Data Acquisition (SCADA) systems, without sacrificing the availability and integrity of these critical systems all while deploying the highest standards of system design and software/application development.
Essential Functions:Under general direction, performs work of considerable difficulty in supervising an assigned staff of SCADA System Specialists, planning and executing the activities involved in supporting the end users by programming and maintaining the Plant Distributed Control System (DCS) and Pump Station Supervisory Control and Data Acquisition (SCADA) systems, without sacrificing the availability and integrity of these critical systems all while deploying the highest standards of system design and software/application development.
Essential Functions:Supervises SCADA System Specialist staff in the programming, implementing and maintaining the complex Plant DCS and Pump Station SCADA systems for the Operations Department. Supervises software/application development and programming control system efforts to maintain an extremely high level of availability, reliability, and system up-time.
Supervises and conducts preventive, corrective, and emergency maintenance of Plant DCS and Pump Station SCADA control systems. Supervises the maintenance and administration of control system servers. Programs, configures, troubleshoots, and maintains Plant DCS and Pump Station SCADA communications networks to include Plant fiber and copper networks as well as Pump Station radio and cellular networks. Supervises onsite and remote on-call technical support and technical support personnel for Plant DCS and Pump Station SCADA control systems by troubleshooting hardware function, software programming problems and analyzing/resolving problems due to control system anomalies in conjunction with SCADA System Specialists.
Supports the startup and commissioning of new equipment assemblies/process trains and their integration into Plant DCS and Pump Station SCADA systems, to include programming DCS, SCADA, Historian, SQL, reporting software, databases, servers, switches, alarm functions, graphical interface screens, PLCs and HMIs. Implements optimized control systems strategies, practices, and master plans. Executes required system modifications needed to upgrade control system performance, reliability, and enhance functionality, in accordance with District business needs and to support continuous control system improvement. Required to use elevated software development and application writing skills to develop Decision Support Tools (DST) to include reports, dashboards, and Key Performance Indicators (KPI). Generate required data mining efforts and performance reports, at regular intervals and on time, to ensure compliance with regulatory requirements and confirm installed base is appropriately functioning. Coordinates control system programming projects with MSD Contracted Engineering Representative(s), General and Sub Contractor(s), Systems Integrator(s), and MSD Operations staff.
Trains employees, throughout the district, in configuration, programming, implementation, and maintenance of Plant DCS and Pump Station SCADA control systems as required to facilitate their jobs.
Within area of responsibility, defines and orders required parts and supplies. Seeks system improvement opportunities and prepares a planned approach to bring improvements to fruition. Prepares and submits budget estimates based on system improvement opportunities. Regularly meets with contractors in order to implement assigned roles and responsibilities and carry out planned system improvement projects and regularly scheduled system maintenance without upsetting plant and pump station operations.
Additional Responsibilities: May perform other duties as assigned, or as delegated, by Manager.
ResponsibilitiesQualificationsTraining And Experience:Associate degree or equivalent hours in Computer Science, Electrical, Electronic or Mechanical Engineering curriculum; at least six (6) years of current, relevant, progressively responsible experience in instrumentation and process control that includes computer programming, software development and/or application writing, with an emphasis in; SCADA, DCS and PLC programming, AND minimum two years of supervisory/leadership experience.
Desirable Knowledge Skills And Abilities:Thorough knowledge of DCS, SCADA, HMI and PLC characteristics. Considerable skill in analyzing and resolving complex control system problems, knowledge of control strategies, understanding of plans and specifications, electrical schematics, operational narratives, and process & instrumentation diagrams. Demonstrated working knowledge of electrical, instrumentation, mechanical, and control aspects of treatment plant and pump station SCADA and DCS control systems and the integration of all devices therein. Knowledge of data communication networks, protocols, and radio telemetry. Considerable skill in developing automated reports, dashboards, and KPI's. Considerable skill in integrating SCADA and DCS data across multiple platforms to achieve District business needs. Skilled in project management and execution. Skilled in software development and application writing best practices, methodologies, and tools. Skilled in supervising and training staff, maintaining records in a Computerized Maintenance Management System (CMMS). Ability to establish and maintain effective working relationships with internal customers, management, and vendors. Excellent ability to communicate clearly and concisely, both in oral and written form.
SPECIAL REQUIREMENT: Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
