Responsibilities
The Department of Buses is focused on an ambitious roadmap of improvements for the New York City Bus Network, including a comprehensive network redesign, expansion of bus priority features like bus lanes and Traffic Signal Priority (TSP), the expansion of the Automated Bus Lane Enforcement program (ABLE)/Automated Camera Enforcement (ACE), a reimagined approach to service management, and a transition to a zero-emissions bus fleet. This position will support the implementation of these initiatives for the Department of Buses with a specific focus on data analysis, project management, and business process improvement.
  • Develop project work plans and establish deliverables and goals
  • Coordinate inter-departmental and inter-agency collaboration
  • Track and report on progress for senior leadership
  • Gather information and data via field visits, interviews, documentation review, and use of business intelligence tools
  • Document and evaluate existing business processes
  • Recommend improvements and changes to business and operational practices
  • Implement process changes in coordination with stakeholder groups
  • Measure impacts and continually refine business solutions
This position will communicate frequently with all levels of the organization to gather information, educate stakeholders on the business process changes, assess stakeholders' buy-in and report progress. A high level of discretion and professionalism is required. This position will prepare high level communications and reports and will be responsible for the quality and integrity of the information in internal and external communications and reports.
Education and Experience
Associate Transit Management Analyst:
  • A master's degree from an accredited college in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and two (2) years of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports. One (1) year of experience must have been in the transportation industry; or
  • A baccalaureate degree from an accredited college in one of the areas listed in "1" above; and three (3) years of full-time satisfactory experience as described in "1" above. One (1) year of this experience must have been in the transportation industry.
Assistant Transit Management Analyst I & Assistant Transit Management Analyst II:
  • A master's degree from an accredited college in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and one (1) year of satisfactory full-time professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports; or
  • A baccalaureate degree from an accredited college in one of the areas listed in "1" above; and two (2) years of satisfactory full-time professional experience as described in "1" above.
Associate Staff Analyst
  • A Master's degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; OR
  • A Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above.
Staff Analyst I & Staff Analyst II
  • A Master's degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; OR
  • A Baccalaureate degree from an accredited college and TWO (2) years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management or in a related area
  • An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or
  • A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30-semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.
Special Note: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above
