Compensation:

Associate Staff Analyst (TA): $83,098 - $107,591 (Represented by OSA) (New Hire Rate: $72,258)

Associate Staff Analyst (OA): $85,316 - $110,468 (Represented by TWU)

Responsibilities:

The Accounts Receivable Analyst will be responsible for ensuring that accurate financial transactions are recorded in the Accounts Receivable System. Primary responsibilities include opening and closing of reimbursable and non-reimbursable job numbers, and operating billing requests. The purpose of this position is to perform collection efforts to meet departmental goals regarding outstanding aged receivables. It is expected that the position work closely with internal and external stakeholders to ensure timely collection of all receivables.

  1. Opening and closing of reimbursable and non-reimbursable job requests.
  2. Review, prepare and submit miscellaneous billing, cost adjustments, prepare billing reports and invoice package with supporting documents complete with cash collections.
  3. Provide exemplary customer service by receiving, analyzing, researching, and seeking resolution to assigned inquiries. Includes but not limited to requesting documentation from internal stakeholders, running reports and queries.
  4. Review information submission from various Departments. Maintain journal log, keep records, and organize supporting documents, to ensure information complies with collection requirements.
  5. Work closely with other departments within NYCTA and other affiliate agencies. Respond to various inquiries of external and internal parties: developers, vendors, Project Managers, Legal, Treasury, others.
  6. Collections and Customer Inquiry management. Review, substantiate and gather all supporting documents for discussion with Senior Manager as required. Exercises proper judgment in responding to inquiries while referring more complex issues to the appropriate individuals within the department.

Education and Experience:

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  2. A baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in "1" above.

Desired Skills:

  • Must have strong knowledge of automated financial systems (e.g., PeopleSoft).
  • Knowledge of collections and A/R processes.
  • Demonstrated ability to work independently with all internal levels within a given organization.
  • Strong communication and writing skills.
  • Strong work ethic and dedication to the highest work quality and job excellence.
  • Must have excellent analytical, problem solving and judgement skills.
  • Demonstrated proficiency in Microsoft Office Suite, i.e., Word, Excel, PowerPoint, and Outlook.
