Description

Title: Director - Railroad Program Support Department: Equipment Post Date: 6/24/2024 Close Date: 7/9/2024 Hay Point Evaluation: 954 Salary Range $124,355 - $163,216 Position Classification: Safety Sensitive Location: Queens Reports To: Chief Program Officer-Railroad Program Support This is a Non-Represented Position. This position is eligible for telework. New hires are eligible to apply 30 days after their effective date of hire. Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law and the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary: This position is accountable for overseeing Force Account and 3rd Party projects in the Railroad Program Support Department by providing the necessary support to LIRR Operations and MTA Construction & Development’s LIRR Delivery Business Unit (LIRR BU) including the managing of multiple large-scale Force Account projects and related project teams, and/or large Track Infrastructure Improvement Projects, including design consultants, construction contractors, and LIRR Force Account to ensure they meet established scopes, schedules, and budgets. This position is responsible for the planning, development, and successful completion of specific projects and programs, as well as staff management and coordination with LIRR Operational Departments, MTA Headquarters, MTA Construction and Development Group, and LIRR BU as assigned by the Chief Program Officer. This position should ensure that the projects are on schedule, within budget, in compliance with government mandates, policies, procedures and project management practices needed to maintain the highest quality standards with minimum impact to LIRR operations while maintaining a safe environment for employees and customers. Responsibilities: Responsibilities may include but are not limited to:
  •  Supervise the oversight, and project management of large complex projects including the planning, development, design, construction, and close-out in accordance with LIRR’s Procedures and Guidelines.
  •  Provide assistance to the Chief Program Officer in the formulation of project schedules, plans, and strategic implementation of these plans through successful completion within budget and schedules with minimal changes and service disruptions.
  •  Report to LIRR Executive Management and maintain effective working relationships with the other departments within LIRR and other agencies to ensure that they provide necessary approvals and concurrence relative to critical decisions, and activities.
  •  Oversee and carry out procurement methodologies that are consistent with the needs of the projects and will meet with MTA approval. Technical Information and requirements that makeup IFB or RPF Documents must clearly state the needs of the project, create a competitive process for selection, and avoid unnecessary change orders, claims, or delays.
  •  Direct the management of staff performance through interaction, review of management reports, and on-site inspections.
  •  Provide status update summaries for projects and present monthly to all related end users and project supporting departments. Represent OSG projects at public forums and coordinate activities with external influences.
  •  Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  •  Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  •  All other assignments at the request of senior staff 
Qualifications: A)
  •  Bachelor’s degree in Engineering, Construction Management, Business or related field. (Engineering/Construction Management is preferred).
  •  Demonstration of directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval. · Minimum of 10 years’ experience. 
  •  Must have related, progressively responsible, senior-level project management experience in Force Account Engineering/Construction Projects; 
  •  . Demonstrated ability to manage large, complex Third-Party or Force Account Capital Project, including planning, design, and construction, as well as funding approvals, procurement strategies and contract negotiations.
  •  Must possess 8 years of experience in managing staff in a project management environment with responsibility for project budgets and schedules. 
  •  Must possess demonstrated effective problem solving, judgment, and decision-making skills with a high degree of professional integrity. 
  •  Must possess proven communications, human relations, strong leadership, negotiation, and budgeting skills. · 
  • Must have the ability to work effectively with senior-level staff and individuals from external oversight agencies, consultants, MTA, FTA, etc. 
  •  Must possess excellent organizational skills, with the ability to handle multiple tasks simultaneously. 
  •  Proven ability to effectively direct and motivate professional staff to accomplish department and company goals. 
  •  Must be an experienced professional with a high degree of professional integrity and strong work ethic. 
  •  Must have extensive experience managing third-party Consultants and Contractors. 
B)
  • Preferred/Desirable Qualities:
  •  Professional Engineers License
  •  Project Management (PMP) or Construction Management Certification (CCM)
  •  Knowledge of MTA policies & procedures
  •  Attention to detail

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
