The Association of Bay Area Governments and the Metropolitan Transportation Commission offer regional-scale energy programs and services focused on energy efficiency and energy management.
ABAG Publicly Owned Energy Resources (ABAG POWER) is a program of ABAG formed in 1998 to provide leadership in energy management and aggregated procurement. POWER offers both natural gas and renewable natural gas purchasing programs, and currently serves nearly 60 public agencies. The goals of ABAG POWER are to provide price stability and cost savings. To achieve these goals, staff conduct pooled purchasing and provide in-house billing and customer service, including analysis of usage and cost, invoice processing, and related energy management services.
In addition to POWER, the Energy Section administers the nine county Bay Area Regional Energy Network (BayREN). BayREN designs and implements effective energy saving programs, and draws on the expertise, experience and proven track record of Bay Area local governments to develop and administer successful regional and local climate, resource, and sustainability programs.
This position will primarily serve as the lead for the ABAG POWER program. The incumbent will perform professional program management, program coordination and evaluation activities within assigned areas. This position is expected to independently perform the majority of the scope of assigned duties including:
  • Preparation of board packets and running the POWER Board meetings.
  • Effective communications with Executive Board members and general Board members.
  • Development and implementation of strategic plan and goals for the program.
  • Contract management.
  • POWER Budget development and oversight.
  • Managing invoicing process to members.
  • Negotiating and purchasing natural gas purchases.
  • Staying current on market trends to make informed purchasing decisions.
  • Ensuring timely compliance with all reporting and regulatory requirements imposed on a CTA (CA, US, Canada).
  • Timely reporting to section director any program issues.
  • Keeping the section director up to date on progress of the program, implementation of new strategies, etc..
  • Ensuring exceptional customer service.
  • Researching grant funding opportunities.
  • Supervisory duties to other Energy staff.
Additionally, the position will assist other professional staff members, supervisors, or managers as assigned, provide leadership to other professional staff on specific programs, represent ABAG POWER before a variety of groups, agencies, organizations, and the public; and perform other related duties as required.

Supervision Received/Exercised:
Receives direction from the Energy Section Director. Exercises direct and indirect supervision over assigned staff.
All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
SKILLS AND ABILITIES

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Master's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration; Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.
Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.
A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification.
Preferred Qualifications
Education: A Master's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration; and Experience: Four years of increasingly responsible experience in an appropriate field related to the area of assignment, with at least two years supervisory experience.
License/Certificate:
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Accept full responsibility for the activities, operations and services of ABAG POWER; oversee the delivery of services; supervise and participate in the development, implementation and maintenance of unit and project goals, objectives, policies and priorities; review and evaluate work methods and procedures for improving program performance and meeting program operating objectives; ensure that objectives are achieved in a timely manner.
Strategic Energy Analysis
  • Identify, research, and recommend appropriate grant funding opportunities related to public sector greenhouse gas emissions reductions for natural gas and/or renewable natural gas (i.e., biomethane) production, transportation, or consumption.
  • Performing financial analyses to identify and/or refine natural gas and/or renewable natural gas purchasing, pipeline capacity allocation, and hedging strategies.
  • Establish positive working accounting-related relationships with internal partners; coordinate with internal partners for invoice generation; proactively identify and escalate factors with the potential to impact the team's ability to comply with established timelines.
  • Develop and implement strategic planning for the program.
Relationship Building
  • Establish and maintain positive working relationships with those contacted during the course of work.
  • Identify, research, and recommend vendors for natural gas and/or renewable natural gas supply.
  • Collaborate with Pacific Gas and Electric Company (PG&E) and third-party vendors to maintain accuracy of utility billing database and ensure prompt resolution of issues as they arise.
Project Management
  • Research, develop, design, and implement programs; prepare, administer and monitor project budgets; oversee vendor service delivery; discuss and resolve budget schedule issues with appropriate staff and responsible agencies; recommend adjustments as necessary.
  • Confer with personnel from other units, sections, and outside agencies in coordinating the implementation of assigned programs; meet with and serve as ABAG POWER liaison to representatives of outside agencies, partner agencies, community organizations, other groups and the public to encourage cooperative action or to resolve problems.
  • Keep apprised of related program offerings provided by the Bay Area Regional Energy Network (BayREN) and coordinate with appropriate program managers in the development of public sector program offerings related to energy efficiency and electrification.
Other Responsibilities
  • Compose and/or process a variety of letters, reports, forms, agenda items, packets, resolutions, policies, presentations, and other documents; compile and maintain records.
  • Provide presentations to the ABAG POWER Board of Directors, Executive Committee, and other stakeholders.
  • Schedule, plan, coordinate, and administer meetings and events.
  • Prioritize, distribute and process incoming and outgoing communications of all types.
THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC:
  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
  • Health Benefits Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).
  • Agency-paid Dental Insurance (dependent coverage shared by the employee and MTC).
  • Agency-paid Vision Care Insurance, employees only (dependent coverage is paid in full by employee).
