As a Talent Acquisition Specialist II, you will perform recruitment, selection, and placement activities for a wide range of occupations and organizational units to help ensure a well-qualified, diverse workforce.
Talent Acquisition Specialist II
Serves in the Talent Acquisition Department of the Office of Human Resources and Administrative Services at the Headquarters Office.
Performs the full cycle of recruitment, selection, and placement duties. Including coordinating recruitment for large-scale hiring, advising on selection and placement processes, developing outreach and vacancy marketing strategies for a wide range of occupations as well as organization units to help ensure a well-qualified, diverse workforce. Performs related functions.
GENERAL RESPONSIBILITIES
Coordinates the recruitment process from hiring request through background investigation and onboarding.
Writes vacancy announcements and recruitment postings that align with Airport Authority's branding and values, conveying the organization's opportunities.
Create ads to post on print media and various websites, including social media and professional platforms.
Prepares materials, sets up booth, and attends job fairs to provide basic information on employment opportunities at the Airports Authority.
Develops and delivers recruiting outreach through the Internet, jobs fairs, and other means.
Identifies and engages with top talent through various recruitment channels, including job boards, social media, networking events, and employee referrals and contributes to recruiting strategy development.
Applies multiple screening processes to applications, presents list of qualified applicants to selecting official, and coordinates interviews, investigations, and other selection processes.
Notifies applicants selected for hire, promotion, or other placement; answers questions and acts as liaison with selecting official.
May administer all aspects of entry-level and promotional public safety testing programs. May train interview panels to conducted structured interviews.
Maintains complete recruitment and selection case files. Uses an automated job posting system to track information. Reviews and processes personnel actions.
Writes replies to sensitive correspondence. Reconstructs case files for investigations.
Analyzes candidates’ background information to include, but not limited to: credit history, driving records, criminal history court records, verifying employment records with third-party vendor as required to clear candidates for employment.
Assists in development of employment policies, procedures, and forms.
Provides statistical summaries of EEO data, pass/fail rates, and test attendance.
Stays abreast of all regulatory changes and “best practices” in recruitment and selection.
Identifies associations and organizations for diversity recruitment create and maintain a diversity talent pool.
Coordinates recruitment process for multi-positions, public safety and special large-scale hiring of career and non-career personnel.
May help develop and implement competency models and structured interview processes for an occupational group, leadership level, or other sets of jobs.
May monitor and coordinate the work of and train lower-level Talent Acquisition Specialists and Technicians.
May attend meetings with major organizational units to present staffing policy and Talent Acquisition program decisions and to assist in assessing employment needs.
May participate in special inter-disciplinary HR studies or conduct benchmarking and market analysis research.
Performs other duties as assigned.
QUALIFICATIONS
Five years of progressively responsible experience in recruitment, selection, and placement, and a bachelor’s degree in human resources or related field. An equivalent combination of education and experience may be considered.
Knowledge in identifying recruitment sources, vacancy announcement development, position advertising and branding skills.
Knowledge of human resources management with an emphasis on recruitment, selection, and placement and skill in applying to employment programs and processes.
Knowledge of key recruitment, selection, and employment legal requirements (e.g., Title VII, Americans with Disabilities Act, Age Discrimination in Employment Act) and skill in applying to employment programs and processes.
Skill in identifying recruitment sources, vacancy announcement development, and position advertising.
Ability to conduct new hire and promotional selection processing.
Ability to coordinate completion of personnel actions including recruitment sourcing, outreach, position advertising, and vacancy announcement development; new hire and promotional selection processing; and coordination and completion of personnel actions.
Ability to perform detailed analyses of data and information and make recommendations.
Ability to maintain strict confidentiality regarding applicant and employee information.
Ability to speak and write effectively.
Skill in using a computer and office suite software, with emphasis on using an HRIS, an automated job posting system, and social media.
PREFERRED QUALIFICATIONS
Experience in job recruitment, selection, and placement in the public sector.
Certification as a Professional in Human Resources (PHR) from the Human Resource Certification Institute (HRCI) or an equivalent certification.
Certification as a Certified Internet Recruiter or Certified Social Media Recruiter from Advanced Internet Recruitment Strategies (AIRS).
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
NECESSARY SPECIAL FACTORS
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
A background security investigation will be required for all new hires.
