About This RoleUnder the direction of the Director of Human Resources, the Payroll and HR Specialist will perform a variety of specialized duties in support of payroll and assigned human resources functions. The Payroll and HR Specialist carries out responsibilities in the following areas, including but not limited to: employee relations, compliance reporting, records management, payroll and benefits administration, recruitment, on-boarding, and transitions. The nature of the work requires adherence to laws, policies, procedures, and contractual agreements. The incumbent engages with highly sensitive information and must maintain absolute integrity of systems and confidentiality of classified data. This role requires an individual to work to support the various initiatives led by the Human Resources Department and the larger MGRM Pinnacle family.
Essential Duties And Responsibilities Of Payroll And HR SpecialistStrategic HR Support: Contribute to the strategic direction and goals of the Human Resources Department, aligning HR initiatives with the overall objectives of the charter school group.
Relationship Building: Foster strong partnerships with management and employees to promote a positive and effective work environment, ensuring open communication and collaborative problem-solving.
Employee Relations And Counseling
  • Provide expert advice and support to managers on employee relations, including conflict resolution, performance management, and disciplinary actions.
  • Offer guidance on recruitment strategies, benefits administration, compensation planning, and staffing requirements to align with organizational goals.
Payroll Administration
  • Manage end-to-end payroll processing, including the accurate and timely calculation of wages, deductions, and benefits.
  • Ensure compliance with federal, state, and local payroll regulations and tax requirements.
  • Address and resolve payroll discrepancies and inquiries from employees.
Benefits Administration
  • Administer employee benefits programs, including health insurance, retirement plans, and other employee benefits.
  • Assist employees with benefits enrollment, changes, and claims, and ensure that benefits offerings are aligned with organizational goals and legal requirements.
  • Coordinate open enrollment periods and communicate benefits information to employees.
Invoice Reconciliation
  • Oversee and reconcile invoices related to payroll and benefits, ensuring accuracy and adherence to budgetary constraints.
  • Verify billing statements from external vendors, such as benefits providers and payroll service agencies, and address any discrepancies.
HR Business Planning: Assist in developing and executing the annual HR business plan, focusing on key initiatives such as policy development, open enrollment, compensation strategies, and performance management systems.
Mentorship and Coaching: Mentor and coach managers, supervisors, and employees on best practices in employee relations, fostering a culture of continuous improvement and professional growth.
Inquiry and Issue Resolution: Address and resolve employee inquiries and concerns promptly and effectively, ensuring decisions reflect the organization's values and maintain a fair and respectful workplace.
Policy and Procedure Guidance: Provide clear guidance to employees on company policies and procedures, ensuring they are well-informed and compliant with organizational standards.
Recruitment And Selection
  • Oversee the recruitment process, including reviewing resumes, conducting interviews, and managing pre-employment documentation.
  • Collaborate with hiring managers to refine the selection process, enhance recruitment strategies, and expand the pool of qualified candidates.
  • Represent the organization at job fairs and evaluate recruitment resources to ensure cost-effectiveness and a strong return on investment.
Policy Review And Compliance
  • Continuously review and assess HR policies and procedures for necessary updates to ensure legal compliance and operational efficiency.
  • Propose and implement changes to enhance existing policies, procedures, and practices in response to evolving legal requirements and organizational needs.
Additional Duties: Perform other HR-related duties as assigned, demonstrating flexibility and a proactive approach to meeting the needs of the organization.
Education, Knowledge, And Skills RequirementsEducation: Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field from an accredited institution.
Experience: Minimum of 2 years of professional experience in payroll processing, human resources, or a closely related field, with a preference for experience within educational institutions or charter schools.
Certifications
  • Current Level 1 Fingerprint Clearance Card or eligibility to obtain one.
  • Professional certifications such as PHR (Professional in Human Resources) or CPP (Certified Payroll Professional) are a plus.
Knowledge
  • Comprehensive understanding of federal, state, and local employment laws, regulations, and statutes related to payroll and human resources.
  • Familiarity with education-specific practices, procedures, and compliance requirements, particularly those applicable to charter schools.
  • Strong grasp of accounting principles and procedures relevant to payroll processing.
  • Experience in developing and maintaining HR policies, procedures, and best practices.
SkillsTechnical Proficiency:
  • Advanced proficiency with Microsoft Office Suite, especially Excel (e.g., complex formulas, data analysis, pivot tables).
  • Competency in Google Suite and web-based HR and payroll applications.
  • Ability to manage and analyze payroll data, generate reports, and maintain accurate records.

  • Excellent verbal & written communication skills, with the ability to convey information clearly and effectively to diverse audiences, including through electronic media.
  • Strong interpersonal skills with the ability to build relationships and work collaboratively with staff, management, and external partners.
