Title: Financial Analyst - SDOH Projects

$70,000 - $80,000 / Posted Thru: 6-27-24

Location: Remote/Virtual - Must Live and Work in Michigan

Purpose:The Financial Analyst will focus on the budgeting and financial management aspects of the Social Determinants of Health (SDOH) projects within the Policy and Planning Office. This role involves close collaboration with the Michigan Public Health Institute (MPHI) and internal divisions to ensure efficient financial oversight and support for SDOH initiatives. The Financial Analyst will be responsible for developing budgets, monitoring expenditures, and providing detailed financial analysis to support the execution and evaluation of SDOH projects, including key programs such as Good Housing = Good Health, the Produce Prescription Pilot (P4), Community Influencer Program, SDOH Hubs, and Community Information Exchange (CIE).

Duties and Responsibilities:

Budget Development and Management:

  • Develop comprehensive budgets for SDOH projects in collaboration with program managers and the MPHI financial team.
  • Monitor and track budget performance for SDOH initiatives, ensuring alignment with project goals and financial plans.
  • Prepare and update financial forecasts, identifying potential funding gaps and recommending adjustments.

Financial Analysis and Reporting:

  • Conduct in-depth financial analyses to support decision-making and strategic planning for SDOH projects.
  • Prepare regular financial reports, including budget-to-actual comparisons, variance analyses, and expenditure forecasts.
  • Ensure accurate and timely financial reporting in compliance with state and federal regulations.

Collaboration with MPHI:

  • Work closely with MPHI financial analysts to ensure coordinated financial management of SDOH projects.
  • Facilitate the exchange of financial information and data between MDHHS and MPHI.
  • Assist in the development and implementation of joint financial strategies and solutions for SDOH initiatives.

Grant Management and Reporting:

  • Support the identification, application, and financial management of grants related to SDOH projects.
  • Track and report on grant expenditures, ensuring compliance with grant requirements and timelines.
  • Provide financial documentation and analysis for grant proposals and reports.

Support for Grant Management for SDOH Portfolio:

  • Assist program managers in the financial planning and execution of key SDOH initiatives such as:
  • Good Housing = Good Health: Provide financial oversight for housing stability programs, ensuring efficient use of resources to support housing initiatives that improve health outcomes.
  • Produce Prescription Pilot (P4): Manage the budget for healthy food initiatives, tracking expenditures and evaluating the financial impact on community health.
  • Community Influencer Program: Support financial aspects of the program, ensuring adequate funding and resource allocation to amplify community voices and incorporate them into decision-making processes.
  • SDOH Hubs: Facilitate the financial planning and execution of SDOH Hubs, central to the state's SDOH Strategy.
  • Community Information Exchange (CIE): Oversee financial planning for the implementation of CIE to enhance data sharing and connectivity.
  • Provide financial insights to enhance the effectiveness and efficiency of these programs.
  • Participate in the evaluation of program outcomes, utilizing financial data to measure impact and ROI.

Stakeholder Engagement and Communication:

  • Present financial information to internal and external stakeholders in a clear and accessible manner.
  • Engage with community organizations, health departments, and other partners to support financial transparency and accountability.
  • Participate in meetings and workshops to provide financial expertise and contribute to collaborative efforts.
  • Always represent the best interests of MDHHS and MPHI.
  • All other duties as assigned.
Qualifications/Requirements:

Education: A bachelor's degree in Finance, Accounting, Economics, or another related field.

Experience: Minimum of 3 years of experience in financial analysis, budgeting, and reporting, preferably within the public health or healthcare sector.

ImportantSkillsand Characteristics:

  • Strong understanding of Social Determinants of Health and their impact on health equity.
  • Proficiency in financial management software and advanced Excel skills (experience in EGRAMs is preferred).
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong communication and interpersonal skills, with the ability to present complex financial information to non-financial stakeholders.
  • Experience with grant management and reporting is a plus.
  • Knowledge of state and federal financial regulations and compliance requirements

Work Environment and Physical Requirements: Position has potential for fully remote or hybrid work (subject to Office of the State Employer determinations on State of Michigan Work from Home Policy and MDHHS epidemic orders). If in-person work is required, this position will be based in Lansing, and may require limited in-state travel. Requires a valid vehicle operator's license and access to a vehicle to attend off-site meetings, conferences, and trainings.
