General Definition of Work

Performs difficult professional work supervising the staffing, operations, programming and evaluation of designated area, assisting the director with overall administration of the assigned area, professional responsibilities in the areas of communications, public affairs, and community-based health promotion, responding to emergency or after hour requests, and related work as apparent or assigned.Work is performed under the general direction of the Public Health Directors of Le Sueur and Waseca Counties. Divisional supervision is exercised over all personnel within the division.

Essential Functions

  • Assists the director(s) with planning, developing, implementing and evaluating public health budgets, staff, programs and needs; implements agency policies and procedures; supervises activities; provides program specific leadership and expertise.
  • Supervises program staff; recruits, hires, trains, assigns work, evaluates and reviews performance; recommends and implements oral or written disciplinary actions, suspensions,terminations or promotions.
  • Provides leadership in Continuous Quality Improvement (QI) and Performance Management (PM) by serving on the QI Council and leading efforts to measure and improve quality; Lead efforts to achieve Health Equity by addressing the social determinants of health.
  • Plans, organizes and executes internal and external communications strategies which include coordinating public outreach initiatives, media relations, serving as the designated Public Health Public Information Officer in varying situations or as directed by the Public Health Directors or County Administrator.
  • Leads development of educational and promotional materials, production of written content for a range of communication mediums as well as assist with community event coordination.
  • Works to conduct policy analysis and recommendations and works with various community partners to promote the county and/or public health.
  • Provides technical assistance and advice relating to media relations and public outreach. Provides development of policy research, implementation of various public opinion mechanisms (e.g. surveys, questionnaires) data analysis support around various public health and community-led initiatives.
  • Supports in the development and maintenance of environmental health policies, procedures and manuals.
  • Supports Registered Environmental Health Specialist in the regulation, enforcement and reporting for the Water and license establishment programs. Assists with public health nuisance control, suspected food borne illness and other outbreak investigations.
  • Works in partnership with the Minnesota Department of Health to maintain compliance with Delegated Environmental Health Programs.
  • Performs all administration and related recordkeeping for the program; administers funding and resource allocation to ensure services authorized do not exceed the available funds.
  • Maintains and verifies documentation for services provided; prepares reports and reviews those reports prepared by staff; submits reports to proper personnel or agencies; coordinates with internal and external service providers to ensure the needs of each client are being met.
  • Assists with writing grants for funding and negotiates contracts.
  • Provides support and supervision around policy work in the foundational areas and responsibilities within public health not limited to: environmental services, public health emergency preparedness, and community health education.
  • Assists in the execution of community initiatives and events.
  • Provides intervention, direction and supervision in crisis, emergency or drill situations; provides guidance and leadership to staff.
  • Provides leadership and guidance to the administration of services in the field; acts as a representative of the agency.
  • Assumes the responsibility of the directors in their absence.

Knowledge, Skills and Abilities

Comprehensive knowledge of local, state and federal public health laws, rules, ordinances, policies, procedures, manuals and regulations; comprehensive knowledge of the theory, principles and practices of general and preventive medicine; comprehensive knowledge of the techniques and best practices of working in a public health setting; comprehensive knowledge of the standard tools of the trade; comprehensive knowledge of the standard assessment and treatment tools available to public health staff; comprehensive knowledge of the best practice techniques; comprehensive knowledge of standard accounting software; comprehensive knowledge of standard recordkeeping and database systems; comprehensive knowledge of local maps and locations; comprehensive skill using standard office equipment and applicable hardware and software; comprehensive skill composing standard correspondence; comprehensive skill creating and maintaining applicable records for local, state and federal service requirements, comprehensive skill training and monitoring the efficiencies of public health professionals; comprehensive skill working within standard state databases; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to calculate client payment; ability to recognize, understand and respect the differences of cultural, social and economic backgrounds and spiritual needs of clients; ability to plan, organize and prioritize workload; ability to respond to emergencies, disasters and difficult problem solving situations; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to work with mathematical concepts and statistics; ability to solve problems within scope of responsibility; maintains staff by training employees, assists in managing the work flow and develops personal growth opportunities; ability to establish and maintain effective working relationships with the staff, contractors, services providers, similar healthcare professionals, local businesses, the general public and other agencies.

Education and Experience

Bachelor’s degree in communications, planning or related field, or equivalent experience working in a communications role within a local government or similar public service organization. Additional experience around supervision preferred.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and lifting, frequently requires standing, walking, sitting and stooping, kneeling, crouching or crawling and occasionally requires climbing or balancing, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to communicable diseases and occasionally requires wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme heat (non-weather), exposure to the risk of electrical shock, wearing a self contained breathing apparatus, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and exposure to untamed animals; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

  • CPR certification.
  • Applicable training to obtain and maintain certifications will be provided.
  • Ability to maintain certifications through ongoing education.
  • Ongoing training to obtain specific public health and county knowledge will be provided.
  • Ability to obtain and maintain certifications per state statute is required.
  • Valid driver's license in the State of Minnesota.

Other Requirements

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13. If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access.

Salary/BenefitsStarting wage is $38.02 per hour plus health insurance, life insurance, retirement plan, vacation/sick/holiday pay and many other voluntary benefits.
