Public Health Preparedness Specialist

General Definition of Work

Performs difficult skilled technical work developing and maintaining procedures and plans pertaining to public health emergency preparedness & response. Works in coordination with staff, state and federal agencies to submit reports and data, keeping applicable files and policies, and evaluate the effectiveness of preparedness programs to ensure county public health compliance as well as related work as apparent or assigned. Work is performed under the general direction of the Community Health Supervisor & Public Health Directors of Le Sueur and Waseca Counties.

Essential Functions

  • Provides program coordination and administration. Interprets and communicates State policy changes impacting the County and program service delivery.
  • Makes independent decisions on program development, structure, and implementation; advising Community Health Supervisor on information needed to meet department mission, needs and expectations.
  • Acts as a liaison between public health and community partners. Schedules and coordinates program-related meetings, presentations, and outreach activities.
  • Assist and support in efforts to prevent and mitigate infectious and chronic disease.
  • Develops, evaluates and maintains public health emergency preparedness plans and policies.
  • Performs grant management. Researches and prepares grant applications. Develops clear, concise and coherent written plans that clearly describe existing problems, unmet needs and future programmatic remedies. Prepares and submits grant reports. Determine and coordinates evaluation methods for implementation and reports on program activities. Acts as liaison with external grant authority. Assists with development of and implementation of any needed corrective action plans.
  • Responds to emergencies. Participates in public health all hazards emergency response. Assists families with planning for emergencies.
  • Performs record keeping and reporting. Documents participant contacts using the appropriate documentation system. Develops and maintains agency forms. Submits reports to providers and state departments as required. Ensures all relevant documents are maintained in a timely fashion.
  • Communicates and interacts effectively and respectfully with community partners.
  • Trains coworkers around emergency preparedness plans and conducts exercises and drills as required through grant duty requirements in partnership with the Community Health Supervisor and Public Health Directors of Le Sueur and Waseca Counties.
  • Develops annual grant budget and work plan amendments, in collaboration with other department divisions and units. Monitors compliance with grant and expenditures; processes requests, prepares periodic grant financial progress reports; assist staff in preparing grant reports.
  • Provides technical assistance and advice on roles and responsibilities to department staff during emergency response.
  • Fills the CRI Coordinator role to execute Cities Readiness Initiative planning and reporting around medical countermeasures distribution and mass dispensing for all-hazards events to ensure grant compliance including but, not limited to: mandatory drills, tactical communications, yearly medical countermeasures action plan items and updates.
  • Organizes and executes in conjunction with the Community Health Supervisor & Public Health Directors public health response to real life public health events including take on roles of Deputy Incident Commander & Planning Chief.
  • Evaluates the effectiveness of Public Health Emergency Preparedness & Cities Readiness Initiative programs and grant duties to ensure Community Health Board and county public health compliance.
  • May act in the absence of management for matters within the scope of public health emergency preparedness plans.
  • Coordinates and executes yearly FIT Testing requirements for all CHB public health staff in conjunction with administrative assistants.
  • Prepares regular and at request reports for local, state and federal entities; submits applicable information to staff or external agencies.
  • Responds to various inquiries from internal or external community partners.
  • Assists with facilitation of the public health preparedness and cities readiness initiative budgets in conjunction with the Community Health Supervisor and Public Health Directors.
  • Work across public health programs to leverage public health emergency preparedness education across the community, including training all public health staff on related topics around incident command systems, behavioral health and risk communications techniques and practices.
  • Regularly conduct health equity focused assessments of existing emergency preparedness plans, policies and activities to identify gaps in addressing health equity in current plans, policies and activities.
  • Prioritize and meet deadlines as given.

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of public health emergency preparedness and response; comprehensive knowledge of public health systems policies, practices and procedures; comprehensive knowledge of public health emergency preparedness terminology and methods; comprehensive knowledge of written English and spelling; comprehensive skills directing and evaluating preparedness activities in a public setting; comprehensive skill disseminating updated policies or procedure requirements regarding public health preparedness operations in a public setting; comprehensive skill operating a variety of public health office and data entry equipment & systems; comprehensive skill operating standard office equipment and applicable hardware and software; comprehensive skill using standard public health reporting software and database systems; ability to communicate effectively in oral and written forms; ability to establish and maintain effective working relationships with community partners, state and federal agencies, citizens, associates, and the general public.

Education and Experience

Bachelor’s degree in nursing, community health, public health, emergency management or related field and/or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to outdoor weather conditions, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and exposure to communicable diseases; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

  • Minnesota registered nurse license.
  • CPR certification
  • Applicable training to obtain and maintain certifications will be provided.
  • Ability to maintain certifications through ongoing education.
  • Ongoing training to obtain specific public health and county knowledge will be provided.
  • Ability to obtain and maintain certifications per state statute is required.
  • Valid driver's license in the State of Minnesota.

Other Requirements

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13. If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access.

Salary/BenefitsStarting wage is $30.10 per hour plus health insurance, life insurance, retirement plan, vacation/sick/holiday pay and many other voluntary benefits.
