The Real Estate and Construction Services (RECS) division manages over 400 construction projects and 800 property leases annually. Overall, the state has a real property footprint that includes 5,585 buildings and gross square feet and acreage equaling about 5.5% of the state.
Working in the Business Services unit of RECS, you will: 1) manage verification, reconciliation, and processing of pay requests and invoices for construction and professional consulting services to assure compliance with statutory payment requirements; 2) maintain the construction and professional consulting contract files utilizing a SharePoint platform and other document and project management tools; 3) maintain "prevailing wage" documents; and 4) back-up office support functions as needed.
To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. During onboarding, this role will initially be in the office. After onboarding, in-office attendance is required at least twice per month, presently the first and third Thursdays of each month, for team meetings and additionally as needed to meet business needs.
Minimum Qualifications
  • Knowledge of basic accounting principles, procedures, and practices sufficient to reconcile accounts payable, accounts receivable, purchase orders, run reports, and estimate needs based on account data.
  • Math skills sufficient to calculate, review, and reconcile financial data and accounts.
  • Skill in billing systems sufficient to enter and access information and identify and adjust for potential problems.
  • Knowledge of document, records, and project management tools sufficient to store, categorize, and retrieve files.
  • Knowledge of Microsoft Office products, or similar software, sufficient to use applications to create, format, and edit, including spreadsheets, tables, charts, and graphs.
  • Customer service skills sufficient to provide prompt, courteous, and accurate information on the phone or using email and other written correspondence.
  • Communication skills sufficient to write and edit reports, letters, and other documents using correct spelling, punctuation, grammar, and sentence construction.
Preferred Qualifications
  • Two (2) years of experience in public sector accounting processes and controls.
  • Two (2) years of experience in State of Minnesota enterprise systems, such as SWIFT, SWIFT Data Warehouse, or other comparable systems.
  • One (1) or more years of experience or knowledge of state contracting and construction processes.
  • Strong attention to detail and accuracy working with numbers and other details.
  • Time management and multi-tasking skills sufficient to work independently and complete tasks within division service standards and timeframes.
  • Communication skills sufficient to train project managers and other team members about accounts payable transactions.
