Job Summary

We are seeking a Senior Java Web Application Developer to join our team and lead the development of our agency's custom-developed web-based applications. In this key role, you will be responsible for the design and implementation of large and complex computer systems, Azure Migration, ensuring the seamless operation of existing Java-based web applications, and overseeing the technical design of our agency's system, business practices, and process automation efforts.

As a Senior Developer, you will serve as a lead worker, guiding and coaching advanced technical specialists on high-impact projects. Your role will involve long-range planning and designing the system architecture, as well as analyzing, designing, and approving systems, networks, and applications to ensure they meet the evolving needs of our agency.

You will work closely with senior management to analyze business processes and recommend automation procedures that enhance operational efficiency and effectiveness. This position requires a deep understanding of both Java development and leadership, as you will be responsible for steering development efforts and ensuring alignment with the strategic goals of the agency.

This position is currently eligible for full-time telework:

• Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Qualifications

Position requires a minimum of five (5) years of IT related experience in Java web application development.

Experience must include:

• Experience with Java, Spring Framework, and Hibernate for building enterprise-level applications.
• Experience with cloud platforms (e.g. AWS, Azure) and DevOps practices including CI/CD pipelines.
• Experience with front-end technologies such as JavaScript, HTML5, CSS3, and modern framework like Angular or React.
• Experience with SQL databases (e.g. MySQL, PostgreSQL) and writing complex queries.
• Familiarity with source control systems such as GitHub.
• Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
• Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
