RESCAR COMPANIES is Hiring a Quality Assurance Manager Near Houston, TX

GENERAL PURPOSE:  Manages Rescar’s Quality Assurance (QA) program / system to achieve compliance by Rescar Service Center (RSC) personnel. Will ensure that Rescar’s processes are consistent and compliant with Rescar’s Quality System to meet or exceed business goals, customer, industry, and regulatory requirements and / or Rescar policies and procedures. Will monitor, audit and problem solve RSC work processes to include people, methods (policies and procedures), materials (physical material and subcontracted services), measures (inspection, test and monitoring), equipment, and environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to, the following:

Quality Assrance

  • Leads and facilitates activities related to the quality assurance program. Communicates the QA system expectations and goals to RSC personnel.
  • Participates in developing Rescar procedures and supporting documents. Reviews, comprehends, and implements the most current Rescar and owner and customer procedures as well as industry and regulatory standards (e.g., drawings).
  • Ensures that gauges, tools, and machines are in calibration.
  • Participates in Rescar audits, external AAR or FRA audits, and customer audits. Facilitates the completion of audit finding responses to ensure they are completed and approved in the allotted time.

In-process and Final QA Inspection

  • Samples mobile crew work in the field and car repair records to accomplish the following:
  • Verifies the work of railcar maintenance personnel performing railcar, service equipment, coating and other maintenance tasks to ensure compliance to FRA, AAR, Rescar and owner and customer documents.
  • Performs inspections to assess railcar maintenance work quality and compliance using owner directed checklists, reports, forms procedures, hand tools, power tools, gauges, and test instruments.
  • Verifies that personnel performing railcar maintenance tasks have been appropriately trained and have appropriate training records / documentation.
  • Report adverse and / or non-compliant items to the supervisor, facility management and, when required, the Vice President of Quality Assurance. Follows up to confirm that remedies have been put in place on the items before the car is released.
  • The RSC QA Manager has the authority to stop and suspend work and will notify facility management of stoppages. 

QUALIFICATIONS:

Education and Certifications  

  • High School Diploma or general education degree (GED).
  • Valid certification as an NDT Level II in: BLT, VT, PT, and MT. (may be developed after assignment – within 18 months)

Preferred but not required:

  • 2-year college degree.
  • Valid certification as an NDT Level II in: RVT, UTT and UT.
  • AWS Certified Welding Inspector (CWI).
  • ASQ Certifications in: Manager of Quality / Organizational Excellence, Quality Inspector, Quality Auditor, Six Sigma.

Experience

  • 5 years experience in performing railcar inspection, or railcar repair, or railcar valve repair, or railcar painting / coating processes; or equivalent combination of education and experience.

Preferred but not required:

  • 5 years rail industry experience working in a quality management system, following and enforcing compliance as a QA Manager or Supervisor with extensive tank car repair and qualification experience.

Knowledge, Skills and Abilities

  • Quality - Knowledge of Quality Assurance principals, systems, procedures, techniques and how to apply them to obtain desired results; Ability to inspect, perform, and complete work assignments at a high quality, meeting set standards; Understanding of quality systems and techniques of process and product auditing.
  • Inspection (in-process and final) - Ability to inspect, identify, and verify that railcar maintenance (valve, repair, paint and coatings) activities are performed and completed in compliance to FRA, AAR, Rescar and Customer requirements using appropriate materials (e.g., procedures, checklists, forms, etc.) and assorted hand and power tools.
  • Leadership – Ability to lead, motivate, and develop people to achieve processes and business goals; ability to drive change and gets others to accept / follow change.
  • Railcar Maintenance Knowledge - Knowledge of railcar repair processes, valve maintenance and repair processes, paint and coating processes, and inspection processes.
  • Railcar Regulation Knowledge - Strong industry knowledge of AAR and FRA rules, and Tank Car Maintenance Regulations; Knowledge of current regulatory requirements (e.g., AAR Field Manual and MSRP C-III inspections); Knowledge of FRA regulations, 49 CFR Parts 100–185 and 49 CFR Parts 210-232.
  • Welding Knowledge - Knowledge of SMAW, FCAW, GMAW welding and cutting processes and how they apply to railcar maintenance procedures.
  • Non-Destructive Testing (NDT) - Ability to perform NDT (BLT, VT, PT, MT) at a level II certification level.
  • Mechanical Knowledge - Knowledge of machines and tools, including their designs, uses, benefits, repair and maintenance.
  • Engineering Drawing Interpretation / Blueprint Reading Skills - Ability to read and interpret engineering drawings.
  • Basic and Advance Measuring Skills - Ability to read, interpret and use rulers / measuring tape; Ability to read, interpret and use gauges, micrometers, and calipers.
  • Problem Solving Skills - Ability to determine what is causing an error and deciding what to do about it; Ability to identify and define problems and assist others in the resolution of issues.
