Montgomery County Government is Hiring a Manager III (Accounting Manager), Grade M3 Near Rockville, MD

Job Description CLOSING DATE:July 9, 2024 The Department of Finance is looking to fill the Accounting Manager ( Manager III ) position in the Controller Division. This employee will be responsible for managing assigned areas of the County's general accounting program for the Montgomery County Government, Department of Finance.
What You Will Be Doing
  • overseeing and directing accounting operations, including delegation of work and providing hands-on technical and analytical guidance relating to complex issues
  • ensuring timely preparation and production of complex financial statements and reports
  • playing a key role in the County’s monthly, quarterly, and annual financial close process
  • performing and reviewing financial and accounting analysis and reconciliations
  • analyzing and implementing Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) mandated financial accounting and reporting changes
  • ensuring the timely preparation and filing of Federal and State tax deposits and reports.
Detailed Oracle experience - Relating specifically to the County's enterprise Oracle EBS system
  • identifying, recommending, and implementing innovative solutions to business process and system-related issues and reengineering opportunities
  • developing and documenting policies and procedures, in collaboration with customer departments and ERP staff
Additional experience - the "must haves"
  • Experience managing a large complex accounting operation.
  • Experience using technologies to modernize/automate/streamline accounting processes.
  • Experience administering governmental or similar accounting principles and standards.
  • Experience planning, organizing, and prioritizing responsibilities, and multi-tasking and managing stress in a deadline-oriented environment.
  • Experience in working independently, with a positive perspective, strong initiative and self-motivation, and excellent communication skills.

Applicants who are Certified Public Accountants (CPAs), Certified Professional Finance Officers (CPFO), or Certified Government Financial Managers (CGFM) preferred; confirmation of such active certification is required.

Minimum Qualifications Experience :Five (5) years of progressively responsible professional experience in a financial accounting, auditing, or business administration field.
Education : Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency : An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.
Preferred CriteriaAll candidates meeting the minimum qualifications will be rated “Qualified” and placed on the Eligible List for consideration. Selection for interviews will be based on the following preferred criteria:
  • CPA, CPFO, or CGFM
  • Supervising, coaching, and growing professional accounting, auditing or financial staff.
  • Presenting and defending ideas and positions.
  • Overseeing and directing a complex accounting operation at a management level, including preparation and review of comprehensive financial statements.
  • Thorough knowledge and experience administering generally accepted accounting principles for governments, including a thorough knowledge and understanding of GASB or similarstandards and statements.
  • Experience using a large ERP financial accounting and reporting system, especially Oracle ebusiness systems.
