About the Position:

This position is located in the Department’s Children, Youth and Family Services (CYFS), within the Child and Adolescent School & Community-Based Services division.

Child/Adolescent School & Community-Based Services coordinates, plans, and implements several key interagency initiatives among public and private agencies in the community to meet the needs of children, youth, and their families, including Bridge to Wellness, the Cluster Projects (Kennedy, Paint Branch-Springbrook, and Watkins Mill); East County Coordination; Linkages to Learning; School & Community Youth Services; and a variety of youth development and related contracts. The Cluster Projects are a joint effort between the Montgomery County Department of Health and Human Services, Montgomery County Public Schools and other county agencies focused on maintaining and increasing family stability for students whose families are in need of supports outside of the school system, so that students may continue to stay fully engaged in school. Cluster Project services include Social Services Care Coordination, Early Childhood Case Management, and Behavioral Health Access and Support services.

The Program Manager II candidate should be able to:

  • Supervise Watkins Mill Cluster Project social services and provide, through subordinate employees and/or temp/contract agencies/staff, assistance, care coordination and related support services to families referred by Montgomery County Public Schools.
  • Conduct referral assessment and triage, including expert intake/service support when needed.
  • Plan, design, develop and manage services, and full range of outreach activities, to meet local human services needs and objectives.
  • Develop methods and procedures for determining eligibility of participants/families to receive direct program client financial assistance or other services; monitor/control expenditures.
  • Convene and lead meetings with Multi-Agency Team partners and other local public and private partners as needed for development of input to client care, program policy, planning, decision-making, and/or modification.
  • Initiate and direct planning projects and delivery of additional services by private volunteer or provider agencies via meetings and telephone contacts to ensure that enhancement of core services is consistent with needs and priorities of program goals and objectives.
  • Collaboratively collect, organize, analyze, report, present, and interpret relevant data.
  • Selected candidates will be required to successfully complete a background check and a medical exam with drug/alcohol screening.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

Minimum Qualifications


Experience
: Thorough five (5) years professional experience in the provision of social services and related supports to families with school-age children from diverse backgrounds and needs.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience, including and especially, lived experience, may be substituted.


Preferred Criteria


Preference for interviews will be given to applicants with experience in the following:
  • Strong working knowledge of multiple programs and services, including County emergency services and other public and private services and supports, is strongly preferred.
  • Experience providing first-level management, oversight, supervision, or leadership of community-based social services / Care Coordination / case management supports.
  • Experience providing human services in collaboration with schools to meet student and family needs.
  • Strong technical skills in using/overseeing use of electronic case management systems.
  • Bilingual fluency in English/Spanish and/or English/Other.
