Job Description CLOSING DATE: OPEN UNTIL FILLED About ABOUT THE MONTGOMERY COUNTY DEPARTMENT OF TRANSPORTATION (MCDOT) :

What You’ll Be DoingThe Senior Planning Specialist will provide traffic engineering support for the traffic engineering and studies team as an area engineer. This is technical, paraprofessional position performing work related to school, pedestrian, and traffic engineering, planning and/or other technical efforts. The position conducts traffic-related, planning and/or technical evaluations and field investigations in the preparation and/or review of requests related to traffic safety and /or operational improvements on the roadway network.These improvements are associated with traffic signalization, installation of flashing beacons (beaconing) roadway signing and/or lighting, pedestrian lighting (streetlighting), pavement marking, and/or other safety or operational conditions, based on the Department’s guidelines and principles and information presented in the Maryland Manual of Uniform Traffic Control Devices (MdMUTCD).
Duties Include, But Are Not Limited To
  • Development and evaluation of transportation policies and strategic plans and implementation of policies through highway, traffic signal, parking, RideOn/transit, sidewalk, bicycle facility, and road maintenance projects, as well as transportation system management and financing.
  • Performing studies, conducting and documenting field observations; performing studies for existing roadways to improve intersection and/or roadway capacity, increase safety for roadway users, calm traffic, restrict certain vehicle operations, and limit on-street parking; prepare written correspondence and studies related.
  • Present findings to other government agencies and the public regarding traffic engineering issues and lead paraprofessional staff.
  • Provides input on Capital Improvement Project (CIP) submissions that include revising and/or developing project description forms (PDF) and responding to CIP-related questions raised during the CIP review and approval process by OMB and County Council.
  • Develops and/or reviews traffic forecasts for roadway projects, including the development/review of traffic analyses under design.
  • Coordinates the development and implementation of High Injury Network assessments and recommendations.
  • Coordinates the development and interpretation of Safe Routes to School studies and improvements.
  • Liaison with government agencies, the development community, citizen groups, and public regarding traffic engineering and safety issues.
  • Managing tasks and assignments for a variety of planning, technical or traffic engineering services.
Who We Are SeekingThe ideal candidate will have excellent oral and written communication skills, possesses appropriate computer skills and be detail oriented.The candidate must be able to meet project deadlines, coordinate and manage deliverables for multiple projects simultaneously and work independently on a variety of difficult and complex project and task-related actions.
Additional InformationThe position REQUIRES the possession of a valid Class "C" (or equivalent) driver's license and the ability to drive a county vehicle to visit sites for fieldwork such as investigations and surveillance and to perform other work at locations outside the office such as travel to field locations to perform, observations, evaluations, and assessments as well as meet with residents and attend evening meetings.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications Experience : Thorough (five (5) years) experience in a planning specialization.
Education : Graduation from an accredited college or university with a Bachelor's degree in an appropriate planning specialization or related field
Equivalency : An equivalent combination of education or experience may be substituted.
License: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
Preferred Criteria There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

  • Experience in monitoring work assignments and tracking the timely completion of assignments.
  • Experience in the preparation and/or review of planning, technical or traffic engineering studies and/or traffic control devices analyses.
  • Experience in the review, development and/or implementation of High Injury Network assessments and recommendations.
  • Experience in the review and interpretation of planning, technical safety-related studies and/or Safe Routes to School studies and associated improvements.
  • Knowledge of or experience in the use of GIS and ArcGIS software.
