Morongo Band of Mission Indians is Hiring a Legislative Affairs Manager Near Banning, CA

Reporting to the Tribal Chairman and Tribal Council, the Legislative Affairs Manager assists in the development, communication, and implementation of the Tribe’s legislative policy priorities on local, state and federal matters, including policy related to Indian affairs. The Manager also assists the Tribe in drafting and implementing communication and education activities with local, state, and federal governments on issues that impact the Tribe and Indian Country. The Manager is responsible for researching legislative issues that could affect the Tribe, its economic enterprises and related topics. Within this role, the Manager possesses the ability to monitor, analyze and disseminate key information to provide quantitative and qualitative insights by defining issues clearly, drawing valid conclusions, and making recommendations to facilitate key Tribal initiatives. The Legislative Affairs Manager advocates the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribal Community’s vision, mission and values.

  • Bachelors degree in Public Policy, Public Administration, History, Economics, English, Criminal Justice, Communications, Journalism, Business Administration or related field required. Masters preferred.
  • At least five years’ experience working with governmental affairs in legislative and / or policy fields with progressive duties. Tribal government experience preferred.
  • High-level understanding of state and federal legislative processes.
  • Demonstrated ability to take initiative and work independently.
  • Strong knowledge of Indian Affairs issues preferred.
  • Experience in planning and executing events is strongly preferred.
  • Proficient in MS Office Suite including Word, Excel and PowerPoint, Adobe and/or other graphic design software.
  • Experience working effectively with teams on assignments of highly delicate and demanding natures.
  • Able to respond effectively to inquiries from outside governmental staff and officials as well as tribal government leaders and members.
  • Professional at all times, capable of using caution and discretion in communication.
  • Self-motivated, high performer, able to meet deadlines.
  • Fluent with state and federal legislative tracking systems.
  • Command of state and federal ethics laws and campaign finance laws.
  • Holds self and others to the highest standards of integrity, selflessness, sound judgment and performance.
  • Possesses superior interpersonal skills with awareness and nimbleness to adapt to personalities and preferences.
  • Treats confidential information with caution, discretion and tact.
  • Skilled and above average writer with proper grammar, punctuation and sentence structure.
  • Experience with legislative and policy matters.
  • Clear understanding and ability to interpret legislative rules, laws, and regulations
  • Willing and able to travel.
  • Experience with elections preferred.
  • Ability to maintain strict confidentiality of classified/sensitive information.
