Finance Officer, Assistant Treasurer
General Definition:
Financial Officer/Assistant Treasurer is an exempt position that serves as the department head of the Finance Department. Under the direction of the Borough Manager, provides support as the chief financial advisor for the borough, manages processes in the areas of finance, financial information systems and customer service; provides oversight of general ledger, develops, and prepares annual budget, advises on investments, and provides for long term capital planning, leads audit review process, and manages fixed asset inventory. Manages IT process/assets.
Essential Job Functions and Duties:
- Supervises the general accounting and financial reporting functions of the Borough including budgets and budget controls, payrolls, accounts payable, revenue distribution, accounts receivable, accounting regulations, classification of financial transactions, and availability of funds.
- Analyzes financial transactions and prepares periodic financial transactions and availability of funds, oversight over monthly financial budget comparisons.
- Prepares annual budget and financial reports, including historical trends and year end projections, as directed by Borough Manager.
- Assures assigned areas of responsibility are performed within budget; assures effective and efficient use of budget funds, personnel, materials, facilities and time and monitors revenues and expenditures in assigned areas to assure sound fiscal control.
- Works with staff assigned to Finance Department and/or staff with finance related job functions.
- Oversees the Borough’s short- and long-range financial planning programs including the developments of alternative courses of action and implementation.
- Supervises the preparation of projection schedules used in the budget for aggregating total anticipated revenues upon which the budget recommendations are based.
- Works with the administration of Borough pension plans.
- Recommends investment and cash management policies and serves as chief financial advisor to the borough manager.
- When directed by Manager, makes presentations to the Borough Council and to other groups interested in the financial affairs of the Borough.
- Maintains overall responsibility for general ledgers and ascertains that all bank accounts are properly stated and reconciled.
- Implements changes in planning, designing, and installing new accounting systems and procedures and in automating systems, forms, and reports.
- Supervises the issuance of checks for payments to vendors.
- Prepares and directs the preparation of clear, technically sound, accurate and informative financial, budgetary, statistical, and other related reports containing findings, conclusions, and recommendations.
- Responsible for coordination of all audits including borough annual financial audit, pension audit, workers comp audit, liquid fuels audit, and to timely rectify any audit findings.
- Responsible for maintaining financial compliance with all local, state, and federal government agencies. Will maintain the highest government standards for accounting and financial management and reporting.
- Works with local tax collector, taxing authorities, and outside professionals and agencies.
- Perform other financial/accounting duties as may be assigned by Borough Manager.
Requirements:
Education
- Graduation from an accredited college with associate degree in Accounting, Finance, or related field.
Experience
- Three to five years of professional accounting experience involving fiscal and budgetary activities.
License
- Appointee will be required to possess a valid driver’s license.
Knowledge and Abilities:
- Thorough knowledge of accounting principles, practices, and procedures.
- Thorough knowledge of the principles and practices of accounting, auditing, and financial reporting.
- Thorough knowledge of and familiarity with the budgetary process and its attendant fiscal responsibilities.
- Must be extremely proficient in Word, Excel, PowerPoint.
- Considerable knowledge of office automation and computerized financial applications.
- Considerable knowledge of public finance and fiscal planning.
- Considerable knowledge of payroll and accounts payable functions.
- Considerable knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP, and GASB.
- Familiarity with liquid fuels expenses, reporting and audits. Ability to prepare and supervise the preparation of required reports, statements, summaries, and fiscal, statistical, and other reports containing findings, conclusions, and recommendations.
- Ability to utilize the various types of electronic and/or manual equipment and information systems used by the Borough.
- Ability to comprehend, analyze and apply modern approved governmental fiscal and related methods, modern accounting and auditing methods and techniques and approved administrative methods to the fiscal, budget, and other work of the Borough.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
