Job Title: BSA Officer

Department: Compliance and Audit

Reports To: Compliance and Audit Manager

Summary

The BSA Officer is responsible for administering compliance with all aspects of the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Office of Foreign Asset Control (OFAC) and the USA Patriot Act. This position is also responsible for ensuring compliance with Identity Theft Prevention and Red Flags, Privacy, and bank security related laws, regulations and policies.

  • Administers and monitors the Bank Secrecy Act/Anti Money Laundering (BSA/AML) compliance program. Including BSA/AML, USA Patriot Act, and OFAC.
  • Analyzes internal reports and accounts for suspicious activity and/or possible money laundering.
  • Completes and files applicable BSA reports (e.g., CTR, SAR, OFAC, 314a) to federal government agencies within time limitations; and maintains proper recordkeeping as required by law.
  • Reviews and clears BSA software alerts and investigates for suspicious activity.
  • Conducts initial due diligence reviews, assigns appropriate risk ratings, and completes enhanced account monitoring investigations.
  • Completes certifications, monitors software surveillance systems, performs comprehensive risk assessments; and reviews certifications submitted by other business units, which may be inclusive of the overall Bank compliance program.
  • Prepares written reports, including findings, analyses, conclusions, and action plans.
  • Gathers, evaluates, and presents data to assist in coordinating and conducting staff, management, and committee meetings and presentations.
  • Assists with regulatory examinations and audits, including gathering requested information and developing and coordinating responses to such reviews as necessary.
  • Maintains a current, thorough understanding of money laundering and terrorist financing issues, including policies, procedures, regulations, industry best practices, criminal activities, and developing trends.
  • Implements assigned regulatory compliance responsibilities and activities associated with the BSA/AML initiatives throughout the Bank.
  • Ensures compliance with Identity Theft Prevention and Red Flags.
  • Identifies weaknesses in practice and procedure and recommends solutions that increase the level of compliance without unnecessarily burdening the business unit.
  • Provides compliance assistance, information, and training to all departments/business units within the Bank, including participation in briefings to management and staff and responding to compliance questions from branch and department personnel.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities Required

  • Working knowledge of government regulations with particular emphasis on BSA and related regulations.
  • General understanding of banking transactions and electronic banking transactions.
  • Ability to maintain a high level of discretion and observe strict confidentiality requirements.
  • Ability to handle multiple tasks/projects simultaneously and prioritize assignments to meet established deadlines.
  • Ability to define and solve problems, collect data, establish facts, and draw valid conclusions.
  • Excellent written and verbal communication skills with ability to represent the organization’s mission and work in all internal and external forums, including drafting and issuing reports of compliance monitoring and reviews.
  • Ability to interact effectively and professionally with colleagues, supervisors, and auditors/examiners as a key team member.
  • Must be able to perform job functions independently or with limited supervision.
  • Must be able to read and carry out various written instructions and follow oral instructions.
  • Must be able to complete basic mathematical calculations, spell accurately, and understand computer basics.
  • Advanced computer skills, including software application experience (preferably with AML system monitoring platforms), PDF, and MS Office Suite.

Required Education and Experience

  • Bachelor’s Degree or relevant work experience equivalent.

Preferred Education and Experience

  • Five or more years banking experience with an emphasis in BSA compliance and experience managing High Risk.
  • Advanced understanding of regulatory compliance and FFIEC requirements.
  • Previous completion of compliance related certifications (or if not yet attempted or completed will be required within 18 months).

Physical Demands

While performing the duties of this job, the employee is constantly required to remain in a stationary position and operate a computer and other office productivity machinery, such as a multi-line telephone, copy machine, scanner, fax, and computer printer. The employee needs to frequently communicate with internal and external contacts and move about inside the office to access file cabinets, office machinery, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work Environment

  • Climate controlled business office environment.
  • Ability to work in artificial light for extended periods of time.
  • Noise level is usually moderate.
  • Work involves being able to concentrate on the matter at hand, under sometimes distracting work conditions and frequent interruptions during the day.
  • This is a full-time, in-person position: Monday through Friday; 40 hours per week.
  • Work requires regular attendance, punctuality, and adherence to an agreed-upon schedule with willingness to work a flexible and/or rotating schedule and/or extended hours, as needed.

Travel Required

  • Occasional (5%-10%) local, non-overnight travel
