Job Title: Community Housing CoordinatorFLSA: Exempt Salary Grade: 11 (Min $67,720, Mid $81,264, Max $94,808)Hiring Range: $67,720-$81,264*Position offered with housing at Village Court Apartments* NATURE OF WORK: Under the administrative direction and leadership of the Assistant Town Manager the Housing Administrator is responsible for providing day-to-day coordination, administration, leadership and operations of the Housing Department and assisting in the development of the Town’s long-range housing policies, housing plans and housing programs.
EXAMPLE OF DUTIES
DUTIES AND RESPONSIBILITIES: Aides to ensure the Town of Mountain Village regularly and consistently achieves its adopted goals for community housing of the community.Proactively proposes, develops and evaluates overall housing policy, housing plans, and housing programs for the town and develops successful strategies for implementation.Ensures accurate, updated and complete records of deed restricted units within the Town of Mountain Village are reported and maintained by the Housing Administrator.Administers all rental and for sale housing applications and compliance in Mountain Village.Administers and proof-reads all legal housing paperwork prior to recordation with the title company.Monitors and ensures compliance with recorded deed restrictions and efficiently and effectively implements compliance processes.Prepares and successfully implements the housing team’s annual work program through demonstrated and measurable action steps and ensures the work is completed in a timely, effective and fiscally responsible manner.Assists the Assistant Town Manager in the preparation and administration of the annual Department budget and Housing Team budget.Promotes the importance of workforce housing within the community.Ensures long range community housing related planning documents remain pertinent, relevant and up-to-date so that the community’s housing needs are addressed and makes recommendations for improvements when necessary.Serves as the administrator to the Mountain Village Housing Authority.Oversees the Town’s community housing lottery and selection processes and administers the disposition of residential real estate property obtained through the Town’s YES program and related town initiatives and programs.Coordinates with the planning and building departments related to mitigation deed restricted units to assure the unit complies, the renter or owners qualify and the deed restricted legal paperwork is accurate and recorded.Ensures timely, accurate and responsive answers to questions directly from the public and internal customers.Keeps abreast of developments within the municipal housing field by subscribing to professional journals and publications, attending conferences and seminars, and associating with appropriate professional organizations. Avails self of training opportunities in discovering programs for technical and professional development that benefits the Town’s workforce housing efforts.Responsible for complying with all of Mountain Village safety and health policies, practices, and procedures that prevent and mitigate human economic losses arising from accidental causes and adverse occupational and environmental health exposures.Maintains and updates housing forms, policies and guidelines inclusive of updating the website. Collaborates and seeks input from a diverse group of community and regional stakeholders to create housing policies and programs to meet the needs of the community and its residents.Promotes and observes safe work methods and uses safety equipment; secures work sites as necessary; may attend safety committee meetings, actively participates in and may conduct safety trainingsContributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the teamActively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.Additional duties as assigned. Ability to be organized and successfully administer programs. Balances changing short term needs with Town Council and policy direction.Ability to complete projects on time and on budget.Ability to prioritize and make progress on a dynamic list of priorities and actions.Provides timely and credible professional recommendations to elected/appointed officials regarding the Housing Team operations.Works directly with the community development team and/or other internal and external teams, consultants, developers, contractors, architects, regional officials, financing lenders, and community members and stakeholders of the Town of Mountain Village
SUPPLEMENTAL INFORMATION
KNOWLEDGE, SKILLS & ABILITIES: Knowledge of: Principles and practices of land use/community development and redevelopment; legal conveyance of the property by different types of deeds; Town zoning and state/federal regulations applicable to housing; municipal budgeting and cost control methods; Fair Housing and Housing Authorities, goal setting; a general understanding of state and federal housing funding processes and opportunities; planning principles, maps, zoning, architectural blueprints, and record maintenance;; electronic record maintenance and filing, strong office skills written and oral, excel and other software applications are used to analyze statistical data; advanced writing and editorial skills.Skills in: Administration, organization, reading legal covenants, researching and analyzing community planning project components; compiling statistical information; reading and interpreting construction plans; preparation of project specifications;; working independently and collaboratively in fast-paced team environments; effective oral and written communication; working successfully and providing good customer service to other directors, Town Council, Town staff, the public, community organizations, and other government entities. Environmental Factors: Work is performed in a standard office environment using standard office equipment. Position involves competing demands, performing multiple tasks at once, and working to meet deadlines. Physical Factors: While performing the duties of this job, the employee is frequently required to sit for extended periods of time. Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer and printer. Must be able to attend meetings at various sites within the Town and to inspect various work, building or construction sites. Must have the strength to lift and carry materials and equipment up to 25 pounds, adequate vision to read printed materials and a computer screen, and sufficient hearing and speech to communicate in person and over the telephone and/or radio.
