We are seeking a visionary leader who will play a pivotal role in shaping the future of mental health services in our community as the Behavioral Health Deputy Director of Operations. This executive-level position demands a strategic thinker with exceptional operational and interpersonal skills, who can drive growth, financial sustainability, and quality care while upholding the Behavioral Health Division's mission and values.
As the Behavioral Health Deputy Director of Operations, your duties will include:
Executive Leadership and Direction
  • Inspire and lead the Behavioral Health Division to achieve high levels of performance, quality, accountability, and excellence.
  • Serve as acting Director when necessary, ensuring seamless continuity of business operations and decision-making.
  • Develop and implement division goals, strategies, and county/state initiatives.
  • Oversee personnel administration, recruitment, retention, and performance management.
  • Mitigate fiscal, legal, strategic, contractual, and personnel risks.
  • Represent the County in response to media inquiries and legislative sessions.
  • Champion workforce equity and model a culture of safety, trust, and belonging.
Financial Management and Procurements
  • Develop, administer, and monitor the Behavioral Health Division's budgets.
  • Oversee financial performance and implement corrective actions.
  • Analyze financial information to make programmatic recommendations to Senior Leadership.
  • Identify new revenue sources and explore business opportunities.
  • Authorize and oversee procurements, contracting practices, and expenditures in collaboration with the Division Director.
Policy and Program Development
  • Lead the establishment and pursuit of strategic goals, objectives, and quality improvement initiatives.
  • Oversee policy and procedure development.
  • Manage the planning, development, and implementation of programs engaged with the legal system, infrastructure, budget and hiring practices for new programs and projects.
  • Ensure compliance with state and federal mandates and regulations.
  • Analyze data and community needs to drive program design and improvement.
Daily Operations and Supervision
  • Provide leadership and oversight for daily business operations and administrative functions of Behavioral Health Division.
  • Resolve conflicts and ensure smooth operations.
  • Provide consultation to internal and external stakeholders on regulatory and contractual compliance.
  • Supervise direct reports, evaluate performance, and provide feedback.
  • Establish program priorities and direct resource utilization.
External Relationships and Board Relations
  • Develop and maintain strong relationships with County Departments, business and community leaders, City/State Agencies, Coordinated Care Organizations, local health care systems (such as Providence, Legacy, OHSU,) and other Safety Net providers.
  • Represent the Behavioral Health Division at professional organizations and public events.
  • Maintain constructive media relations.
  • Keep the County Chair, Board of County Commissioners and Health Department Director informed of key issues and events.

Required Minimum Qualifications/ Transferable Skills*:
Education/Training: Equivalent to Bachelor's Degree from an accredited college and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

Teleworking: At this time, this position is designated "hybrid telework", meaning you may be required to come into the office or visit a location in the community on occasion, with the option of working remotely (from home) some of the time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other states.
Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
Serving the Public, Even During Disasters: Every day, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical.
