Municipal Securities Rulemaking Board is Hiring an Associate Business Analyst Near Washington, DC

SUMMARY

Translates market needs into business requirements; creates User Acceptance Testing (UAT) test cases; performs testing and drafts user manuals and process documentation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Executes routine processes in support of project life cycle, including business requirements, UAT, and user communications and materials such as user manuals
  • Elicits requirements using interviews, analysis, and surveys; develops user stories, use cases, and process flows
  • Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs
  • Develops alternative solutions, evaluates risks, defines costs and benefits, and makes recommendations
  • Maintains collaborative relationships with project teams to ensure delivery of assigned work and that the requirements delivered by the project are consistent with program goals and standards
  • Maintains collaborative relationship with Market Regulation staff to ensure product changes are consistent with general policy direction and statutory requirements
  • Plans, documents, and executes user acceptance testing
  • Plans, documents, and drafts user materials, including user manuals, web content, job aides, user emails, etc.
  • Executes routine processes in support of problem management by providing root cause analysis and designing workarounds and permanent solutions
  • Executes routine processes in support of relationship management with key partners and vendors as assigned
  • Performs other duties as assigned

EDUCATION/QUALIFICATIONS

Bachelor’s degree in business systems, computing, or related field. A minimum of two year of experience in financial services or software development. Experience with IT systems development methodologies, requirements gathering and documentation. Familiarity with agile software development framework is preferred. Strong analytical skills are required including a thorough understanding of how to interpret user and business needs and translate them into requirements.

Ability to identify, analyze, and resolve problems in connection with defined objectives. Ability to generate or identify innovative and practical solutions to address those problems. Effectively adjust to new priorities, processes, requirements, and/or environments. Must be able to respond quickly to change. Ability to work in a positive and constructive manner with others to achieve organizational and individual objectives. Must commit to and hold self accountable for individual and group goals when working on a team. Excellent listening skills; must be able to seek to understand what is being said and reflect that understanding appropriately. Must demonstrate and convey information clearly and precisely using both written and oral means. Ability to take action to ensure objectives are achieved and requirements are satisfied. Must be able to overcome obstacles to achieve objectives in a timely and accurate manner.

Listed above is targeted salary range for a new hire into this role. Final compensation decisions will be based upon a candidate’s relevant skills and experience.
