Work ShiftJob DescriptionJob Purpose: This position is responsible for the daily administrative and fiscal processes of SCTR’s Service Centers , Program Income programs, voucher programs, and contractual agreements, and will support the SCTR Finance Office activities, as assigned.
Minimum Experience And Training RequirementsA high school diploma and five years relevant experience in business management, public administration or administrative services; or a bachelor's degree and three years experience in business management, public administration or administrative services.Additional Knowledge And Skills PreferredProficient working knowledge of Excel

Job Duties35% Create and disseminate service center/program income invoices via internal service deliveries (ISD's) and customer invoices on a monthly basis for cost recovery billing of over 1.3M per year. Track ISD's throughout the routing process to ensure timely posting of revenue. Resolve SPARC Request and other work fulfillment system report discrepancies in collaboration with program staff. Address customer questions and need for additional billing detail. Maintain accurate records of over 400 current FDM accounts cross referencing by study protocol, reaching out to customers when updated FDM account information is needed for expired FDM accounts or new protocols are added. Track outstanding Accounts Receivable for services rendered but unable to bill due to expired or missing FDM accounts to ensure timely payments. Notify program staff and finance leadership when accounts are in deficit to seek resolution to past due accounts. Prepares cost transfers for both the Nexus protocol subsidy and the Nexus program subsidy.
20% Prepare and maintain appropriate reports (such as the Service Center/Program Income and Subsidy reports) to track billing and actual revenue and expenditures for monthly review and tracking, and productivity and billing activity reports for the Research Coordination and Management (RCM) service centers for review by the SCTR Service Center Manager, COO, and SCTR Leadership. Complete annual service center and program income program analyses including imputed revenue calculation and expenditure versus imputed revenue over/under recovery and prepare analyses report for COO review and for submission to GCA.
15% Serve as the OurDay Financial Program Manager for SCTR Nexus Clinic, Lab, and Research Coordination Management (RCM) Administrative accounts, the SCTR Nexus Project Subsidy, as well as the SCTR Voucher Program. Oversee and performs financial and administrative management for the SCTR voucher Program in collaboration with the Voucher Program Manager who provides scientific review and approval of voucher awards. Voucher annual awards total up to $100,000 per year in increments of up to $2,500 per Principal Investigator. Review budgetary requests and monitor compliance with annual budget and SCTR expenditure guidelines pertaining to vouchers. Address specific voucher questions or problems with the PI, Study Coordinators and Business Managers to ensure the accurate disbursement and documentation of all voucher transactions. Update and maintain database regarding voucher financial data. Manage distribution of voucher expiration notices. Preparation and monthly maintenance of Voucher Spending Report for SCTR Finance and Grants Administrator, COO, leadership, and program manager.
10% Serve as the liaison with Grants and Contracts Accounting (GCA) and complete SCTR service center/program income programs applications and annual application updates in alignment with MUSC policy and federal regulations and under the direction of the SCTR Chief Operations Officer (COO) who is responsible for service center strategic development. Update and revise service center and program income applications with new services, pricing, and SOP changes in collaboration with Program Managers and the COO and submit to GCA in a timely manner to ensure that GCA approvals are current, and pricing approved.
10% Assist the SCTR Business Office with OurDay procurement activities such as creating and managing purchase requisitions, supplier invoice payments, invoicing shipping/receiving, travel reimbursements and PCard purchases according to State and MUSC Procurement regulations. Analyze finance discrepancies as identified by the Fiscal Manager and work with the Finance and Administration staff to resolve issues. Provide backup support and training support to the SCTR Finance Office staff for all business functions.
5% Manage assets, inventory, and equipment for SCTR Institute including Service Agreements and Maintenance Contracts. Develop appropriate tracking tools, verifies funding sources, location, and status of these assets. Conducts annual Equipment Inventory for Property Management. Enter surplus requests and follow requests from pickup to completion.
5% Other duties as assigned.
