Department: Mississippi Department of Employment Security/Office of ReEmployment Assistance (ORA)

Job Description:

Scope of Work:

Review the existing MDES ReEmploy system and UI program operational processes. Gather the information that is necessary to project manage and plan the development of the new functionality for the identified projects above. Project Management will include:

Develop a Preliminary Project Management Plan (PMP) and deliverables schedule for each identified implementation project, submitted as part of proposal, must be updated once initiation information has been obtained and be submitted to the Vendor Management Director within three weeks of the start of the contract. The Vendor Management Director and MDES UI Director(s) shall be updated as changes to processes occur over the project period.

The PMP shall include at a minimum:

▪ Scope Management

▪ Budget Management

▪ Quality Management

▪ Risk/Issue Management

▪ Schedule Management

▪ Change Management/Control

▪ Communication Management/Coordination

▪ Resource Management

▪ Stakeholder Engagement Management

The Master Project Management Plan must be accompanied by an integrated Master Work Schedule (project schedule) that is created and will be maintained in MS Microsoft Project and must be exportable to a PDF or Excel for the project team to review.

Project Scope Planning must be approached with recognition that there are separate entities performing the project activities during the project. The job of the Contractor is to ensure that the various groups have identified any dependencies for other stakeholder groups that need to be exposed in the Master Project Work Schedule.

While there may be unknowns about the final steps of the project, implementation and rollout planning should not wait until the end stages of the project. There are many activities along the life cycle of the project that will require preparation and pre-planning prior to the implementation phase of the project.

Required Experience:

Contractors must clearly demonstrate all of the following qualifications:

  • This position requires a minimum of ten (10) years of experience performing IT project management functions for large scale, enterprise business initiatives, including leading, advising, assisting, and/or reviewing the work of other project staff members.
  • Company or individual demonstrates within the last five (5) years the successful project management of a complex project for a UI state agency.
  • Company or individual demonstrates within the last (2) years the successful management of a complex project for the United States Department of Labor or USDOL State Workforce Agency Concentration
  • Company or individual demonstrates knowledge and experience with USDOL UI program and conformity requirements.
  • Experience implementing technologies that enhance Unemployment Insurance programs that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, business systems and enterprise software applications.
  • Experience in project planning, scheduling, scope, and risk management, status reporting, change control issues and resolution.
  • Knowledge of the Project Management industry best practices for service/systems creation and development.
  • Project Management Professional (PMP) certification.
  • Preference to have one team member with Juris Doctorate degrees review project plans for all identified implementation projects to ensure MDES UI continues to conform with required Federal and State law when implementing the identified projects above.

Preferred Qualifications:

demonstrated effective communication skills in technical and report writing, public speaking, and communicating technical details to non-technical people.

  • The ability to handle numerous projects, prioritize, delegate, and escalate appropriately.
  • Experience with delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solutions and Software as a Service (SaaS) solutions for the business.
  • Experience with creating procurement documents and contract initiation and management.
  • Ability to ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope, and risk management, status reporting, change control, issues resolution and other project management controls and practices.
  • Ability to work with a diverse team, resolve interpersonal conflict, motivate and develop team members, and influence stakeholders and key decision-makers.
  • Experience mentoring or coaching other project team members.
