Opportunity Summary
The Senior NERC Compliance Specialist plays a pivotal role within Rockland Capital, providing essential support for power plant assets' NERC Reliability Compliance Program needs. This dynamic position involves designing and executing compliance programs, conducting audits and assessments, and managing documentation and reporting. With opportunities for travel and collaboration across cross-functional teams, this role ensures adherence to regulatory standards while staying current with evolving requirements, ultimately contributing to the integrity and reliability of our operations.
Here's a look at some of the work you'll be performing:
NERC
In this position, you will work with Rockland assets providing a comprehensive suite of services to support their NERC Reliability Compliance Program needs. In addition to working in the Rockland Capital corporate offices, this will involve travel to various sites to assist in the performance of:
  • Conduct Audits, Assessments, and Gap Analysis: Perform regular audits and assessments to ensure adherence to NERC standards, policies, and procedures. Identify areas of non-compliance, conduct gap analyses, and recommend improvements.
  • Documentation, Reporting, and Record Management: Maintain comprehensive documentation of NERC compliance activities, audit findings, corrective actions, and regulatory communications.
  • Keep compliance managers and plant personnel up-to-date with current NERC standards and revisions.
  • Stay Current with Regulatory Changes: Stay abreast of evolving NERC regulations, standards, and guidelines. Proactively update compliance programs and practices to reflect changes in regulatory requirements.
  • Collaborate with Cross-Functional Teams: Work closely with cross-functional teams, including engineering, operations, legal, and risk management, to integrate NERC compliance considerations into strategic planning, project development, and operational processes.
  • Participate in Regulatory Audits, Inspections, and Mock Audits: Coordinate responses, facilitate site visits, and ensure compliance with audit protocols and deadlines. Conduct mock audits to prepare for real audits.
  • Assist with Compliance Assessments, Program Setups, and Audit Assistance: Review existing compliance documentation, provide guidance, and assist plants in implementing compliance programs. Prepare for and participate in regional compliance audits and facilitate audit processes.
  • Analyze Technical Data and Provide Operational Guidance: Analyze technical data to demonstrate compliance with NERC standards. Develop plans, procedures, and processes for establishing and maintaining comprehensive NERC compliance programs. Communicate technical knowledge and compliance advice to a broad audience, including corporate management and plant personnel.

Physical Requirements and Working Conditions
Travel to plants is required to meet client or project requirements. Work is performed on industrial sites when traveling, requiring protective clothing and equipment. Working on industrial sites will also require climbing steps and ladders. There are extensive smoking restrictions in and around the facilities.
Fitness for Duty
All employees will participate in the Fitness for Duty Program. This program includes a post-offer drug screening.
Work Schedule
Normal working hours are Monday through Friday from 8:00am to 5:00pm (CST). Flexible hybrid work schedule with occasional travel. Extended hours may be required during travel or due to project specific requirements.
Compensation
The initial annual rate of compensation will range from $115,000 to $140,00 based on experience and qualifications.

  • Education: Commensurate experience may be substituted for a degree. Bachelor's degree in Engineering, Electrical Engineering, or related field. Advanced degree or certification in compliance management or NERC standards.
  • Experience: Minimum of 3 years of experience in NERC compliance management or related field within the energy sector, preferably with experience in power plant operations and regulatory compliance.
  • Knowledge of NERC Standards: In-depth understanding of NERC standards, regulations, and compliance requirements, with a proven track record of implementing and maintaining compliance programs.
  • Audit and Assessment Skills: Demonstrated ability to conduct audits, assessments, and gap analyses to identify areas of non-compliance and recommend corrective actions.
  • Documentation and Reporting: Strong proficiency in maintaining comprehensive documentation of compliance activities, audit findings, and regulatory communications. Experience in preparing and submitting reports to regulatory authorities is desirable.
  • Training and Education: Experience in developing and delivering training programs to educate employees on NERC compliance requirements, protocols, and best practices.
  • Technical Expertise: Solid understanding of technical aspects related to power plant operations, including electrical systems, transmission, and distribution networks. Ability to analyze technical data and provide operational guidance for compliance purposes.
  • Communication Skills: Excellent communication and interpersonal skills with the ability to collaborate effectively with cross-functional teams, communicate technical knowledge, and provide compliance advice to various stakeholders, including corporate management and plant personnel.
  • Regulatory Compliance Awareness: Proven ability to stay current with evolving regulatory changes, NERC standards, and guidelines. Ability to proactively update compliance programs and practices to reflect changes in regulatory requirements.
  • Must possess and maintain a valid Driver's License at all times.
