Overview

Nakupuna Consulting is looking for a Project Manager - Agile Delivery for the Navy Personnel and Pay (NP2) team. The Project Manager - Agile Delivery will lead a team of Scrum Masters and oversee the end-to-end delivery of software products using elements of both Agile and Waterfall methodologies. The Project Manager - Agile Delivery will be responsible for ensuring efficient delivery of software and maintaining alignment with program and organizational goals. The ideal candidate will possess strong leadership skills, deep knowledge of both Agile and Waterfall methodologies, and the ability to operate in a hybrid framework.

Responsibilities

Key Responsibilities:

    Lead and mentor a team of Scrum Masters, providing guidance and support to ensure successful project execution.
  • Adapt and manage a hybrid Agile/Waterfall framework to optimize project delivery; continuously evaluate and refine the framework to improve efficiency and effectiveness.
  • Establish and maintain Agile metrics dashboard for key metrics and performance indicators, including burndown charts and other relevant metrics; use these metrics to monitor performance, identify trends, and drive continuous improvement.
  • Serve as primary liaison for Jira and Confluence management and support with external stakeholders
  • Coordinate with stakeholders to define and communicate project scope, objectives, and deliverables.
  • Allocate development team resources effectively to ensure project milestones are met.
  • Monitor development team capacity and resource utilization and adjust as necessary to meet project demands.
  • Ensure clear and consistent communication between project teams and stakeholders.
  • Identify potential risks to project delivery and develop mitigation strategies to ensure project success.
  • Promote a culture of continuous improvement within the project teams; lead retrospectives and post-mortem analyses to identify areas for improvement.
  • Foster a collaborative and high-performance team environment.
Qualifications

Education and Experience:

  • Bachelor's degree with 8 years of project management experience within the federal government, DoD, or Navy preferred.
  • PeopleSoft, Workday, or other ERP experience a plus.
  • Experience working in both Agile and Waterfall project management frameworks
  • Excellent communication, leadership, and problem-solving skills

Skills/Qualifications: Certifications in PMP, PMI-ACP, CSM, PSM, or Scaled Agile Framework (SAFe) preferred; Jira and Confluence experience is required.

Clearance: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

Ability to perform repetitive motions with the hands, wrists, and fingers.

Ability to engage in and follow audible communications in emergency situations.

Ability to sit for prolonged periods at a desk and working on a computer
