Job Summary:The successful candidate will function as the subject matter expert for the operation and sustainment of industrial and utility power distribution systems and electrical equipment necessary to conduct testing across the Arnold Engineering Development Complex and will be responsible for configuration management for the assets assigned to the Base Operations Utilities Branch and ensure technical rigor of systems level engineering. It is an important aspect of this role to develop, facilitate, and encourage collaboration within the Power Control/Utilities branch as well as across other mission areas in seeking technical solutions. The selected candidate will be responsible for representing NAS in discussions with or presentations to client, management, test customers, and senior technical personnel, thus, comfort in verbal presentations and ability to explain highly technical approaches to a broad audience is critical. Job Duties:
  • Provide guidance and direction to specialty scientific or engineering personnel in the development of plans, criteria and specifications; while assisting engineering functional management with the development, implementation, and execution of standardized/common work processes, procedures, and instructions.
  • Serve as consultant to the Base Operations and Utilities Branch Manager, functional and specialty engineering, and scientific groups providing advice and counsel on special and unique assignments.
  • Advocate and ensure technical rigor in configuration management and engineering at the system level.
  • Provide leadership and technical advice to entry level, junior level and peer level engineers.
  • Independently perform complex professional engineering in support of electrical power systems.
  • Provide independent review of engineering approaches, change requests, troubleshooting, process improvement, and abnormal event analyses.
  • Support asset maintenance program focusing on Reliability Centered and Condition Based Maintenance with the key responsibility for maintaining Asset Condition Assessments and Sustainment Status changes.
  • Support capital improvement investment and maintenance projects providing support to planning, design, fabrication, procurement, installation and activation/ commissioning of new hardware and systems including Systems Engineering reviews.
  • Configuration Manager for electrical system assets maintaining the asset hierarchy and ensuring commonality, interface management and change control while supporting reviews, audits and configuration control boards.
  • Provide strategic planning, gap identification, and solution recommendations to meet future AEDC needs and test programs.
  • Provide support to annual budget (CARA) and Future Year Defense Program (FYDP) for Base Operations mission area.
  • Provide advice and guidance to Base Operations Director and Utilities Branch Manager regarding Continuous Improvement and Life Cycle Management.
  • Review engineering or scientific concepts, drawings, calculations and specifications.
  • Participate directly in new business efforts involving specialized and unique engineering or scientific applications.
  • Screen and recommend selection of special outside consultants; coordinate their activities and monitor their performance.
  • Conduct or lead special studies on economic feasibility on new technologies, methods, and materials.
  • Conduct or lead mishap and incident investigations and related root-cause analyses.
  • Serve on or lead company-level technical committees.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required or assigned.
Basic Qualifications:
  • BS degree in Electrical Engineering from an accredited university and a minimum of 14 years of progressive and relevant practical work experience
  • A minimum of 12 years’ direct experience in industrial electrical power distribution systems and systems engineering practices
  • Current United States Citizenship is required.
Preferred Qualifications:
  • Active Department of Defense Secret Security Clearance.
  • MS degree in Electrical Engineering from an accredited college or university plus a minimum of 12 years’ relevant experience.
  • Experience in broad range of electrical power distribution levels, protective relays, system protection, power circuits, high voltage substations, transformers, etc. including applicable codes and standards
  • Experience/ Examples in leading special assigned efforts such as mishap investigations, large project design reviews, developed or led teams developing unique operational approaches/ equipment for ground testing, been a member or chaired a technical society or code committee or sub-committee.
  • Advanced experience with AEDC systems, processes, procedures, and work instructions.
  • Advanced knowledge and experience in systems engineering and / or operations engineering, including systems start-up (commissioning), field engineering and/or systems operation in large industrial environments, utilities, and/or process plants
  • Examples of skill in oral and written communication, particularly in making complex technical issues understandable to an audience that may not have the same level of technical background
  • Demonstrated leadership skills with a desire to lead
  • Ability to build rapport with others, building and maintaining trusted relationships with employees, client, and test customers.
  • Ability and desire to mentor and develop diverse talent

This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc.
