Assignment Description

ASSIGNMENT DESCRIPTION: Logistics Officers analyze and coordinate logistical functions for NGA facilities, equipment sites, and globally deployed resources to meet current and emerging customer needs. They plan, organize, and execute logistics support activities, including supply chain management, inventory management, accountable records management, contract property administration, Government property disposal, cost analysis, asset management, and fleet management. They review requirements, develop performance metrics, and review the coordination or provisioning of resources. They also review logistics performance against targets, benchmarks, and service agreements.

Qualifications Mandatory

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement’s mandatory criteria specified in this vacancy announcement:

1. Demonstrated experience in property management practices, to include advising customers on logistical requirements and capabilities.

2. Demonstrated experience communicating verbally and in writing (e.g., co-workers, leadership, customers and mission partners).

3. Demonstrated experience in logistics support activities (i.e., inventory management, distribution management, warehouse management, transportation, government property disposal to include Lost, Damaged, and Destroyed (LDD), accountable property records management, and/or contract property administration).

4. Demonstrated experience as an Asset Manager, Logistics Officer, Property Administrator, or Plant Clearance Officer.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in logistics or supply chain management, or a related field that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in logistics or supply chain management, or a related field that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details.

Qualifications Desirable

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrated an understanding of logistics policies implementing Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation (DFAR) as they relate to Government Furnished Property (GFP).

2. Demonstrated experience in data management and performing data analysis on large logistical population of data.

3. Demonstrated experience in planning, coordinating and evaluating logistical actions required to support missions, systems, or programs.

1) All applicants will be evaluated using the Mandatory Qualification Criteria,

2) Qualified applicants will then be evaluated by an expert or panel of experts using a combination of qualification criteria to determine the best-qualified candidates,

3) Best-qualified applicants may then be further evaluated through an interview process.

DCIPS Statement

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
