Basic Eligibility For A Position With The NRO

Where You Will Work The primary responsibility of this position is to provide a high level of Action Officer Support to the ODIR/NRO staff. This position is within the Executive Secretariat (ES) and reports directly to Director and Deputy Director, ES. Performance of the duties associated with this position involves independent action, sound judgment, original thinking, and problem solving. Performs a comprehensive range of direct executive office support for technical and official functions requiring extensive knowledge of the NRO, composition of correspondence, action tracking and monitoring of on-going projects and initiatives, and developing and maintaining records management systems.

What You Will Be Doing
  • Participates in management of daily support operations for the D&O. Provides administrative program direction to directors and special staff in financial, plans and programs, operations, communications, history, public affairs, logistics, intelligence, and personnel areas.
  • Supports the D&O through direct oversight of a variety of functions and projects across functional staff and organizational lines.
  • The Administrative Support Specialist will serve as an administrative officer / action officer on the Director’s Action Staff. Based on knowledge of the organization's Director's priorities and views, independently plans and directs day-to-day operations of the office and staff. Provides high-level administrative services to assist in efficiently carrying out the NRO mission. Provides a comprehensive range of office support and mission support functions such as; action tracking, monitoring of ongoing projects and initiatives, and tracking of travel for senior leaders and executives and prepares the Senior Leaders and Executives for meetings.
  • Participates in the management of daily support operations for the organization. Supports the organization through direct oversight of a variety of functions and projects across functional staff and organizational lines. Directs staff actions and projects requiring coordination among staff elements. Formulates policy and procedural recommendations, prepares recommendations for improvements and changes by directing staff activities to accomplish the senior leader’s intent. Plans, directs, and coordinates a team effort in responding to tasking from senior leaders and executives concerning operational issues, activities, and actions involving several organizations. Establishes responsibilities and time schedules. Develops evaluation criteria and assigns specific portions of the overall project to functional specialists. Coordinates the effort of the team in evaluation the efficiency and effective of current programs, feasibility of future programs, and development of planning efforts. Evaluates and identifies potential problems and/or weaknesses and ensures correctives actions are taken to ensure mission accomplishment. Ensures adequate internal control systems are developed and operative so that resources are efficiently and effective managed.
  • Reviews correspondence from both internal and external sources including NRO Ds&Os, military services, their staff, and general public. Reviews and analyzes related documents, hardcopy and via e-mail, to acquire information concerning the subject. Obtains information for other sources, as necessary to analyze and, evaluate documents as to intended purposes (style, manner of presentation, organization and structure). Conducts discussions and meeting with correspondence authors. Conducts extensive editing, researches, and uses a broad knowledge of functions and policies of the agency.
  • Serves as principal advisor to the organization senior leaders and executives concerning administrative matters. Works to address the needs of administrative support functions providing counseling overviews of the organization and its activities, and upcoming policy and procedural changes. Carries out important assignments in preparing or directing the preparation of presentative materials on programs and matters of person interest to the organizational senior leaders and executives, assuring coordination with policy and program officials both civilian and military, with military services, and other agencies and organizations. Recommends action and strategies concerning such materials.
  • Keep abreast of new policies, procedures, regulations directives, etc. Presents and discusses a range of subjects such as resources management, logistics personnel, administrative support functions, automation issues, etc. Informs the organizational senior leaders and executive staff of major issues and concerns and presents recommended solutions. Directs the organizational senior leaders and executives’ attention to potential problems of a highly visible nature and make recommendations to resolve them. Implements approved policies, directives and plans and coordinates the required management actions, and issues implementation instructions and guidance. Reviews and evaluates policies for effectiveness.
What You Need
  • Knowledge of laws, rules, regulations, theories, principles, practices, and the interrelationship of the following functions; financial, communications, history, public affairs, logistics, safety, manpower, civilian personnel and training, security, plans and programs, operations, and strategy analysis.
  • Ability to communicate effectively, both orally and in writing, to resolve complex issues and maintain good working relationships to achieve stated positions or to make an adequate case for a particular strategy, which may or may not be readily accepted, but is the best solution to achieve the intended goal.
  • Comprehensive knowledge of grammar, punctuation, spelling, and usage of the English language and proficient skills in managing correspondence and proofing documents to ensure correctness of format, grammar, spelling, and punctuation.
  • Knowledge of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures.
