National Security Agency is Hiring an Attorney / Inspector General Associate Counsel Near Fort Meade, MD

The Office of the Inspector General (OIG) at NSA conducts independent oversight that promotes wise use of public resources; adherence to laws, rules, and regulations; and respect for Constitutional rights. The OIG also detects and deters waste, fraud, abuse, and misconduct, and promotes economy, efficiency, and effectiveness in the administration of NSA's programs and operations worldwide.The OIG's Office of the Counsel to the Inspector General (IG) provides legal advice and general counsel to the Inspector General, Deputy Inspector General, the Assistant Inspectors General, and their staffs on the full spectrum of oversight activities conducted within OIG, including audits, intelligence oversight, evaluations, inspections, and investigations. OIG attorneys also serve as in-house legal counsel providing day-to-day guidance in areas including employment, litigation, security, ethics, information disclosure and privacy (to include the Freedom of Information Act and the Privacy Act), contracting, appropriations, and congressional affairs. The OIG's Office of the Counsel to the IG is independent and separate from NSA's Office of the General Counsel and DoD IG's Office of General Counsel.The OIG's Office of the Counsel to the IG is seeking an experienced attorney to serve as an Associate Counsel to the IG. The position requires an understanding of NSA and its authorities, the Department of Defense and IC, the applicable laws and statutes under which the OIG operates, and its relationship to the rest of the IG community. Additionally, the selected attorney must have strong interpersonal and communication skills.As an Associate Counsel with OIG, you will work independently and with minimum supervision to:- Perform a variety of research in order to develop sound solutions to novel and complex legal issues, identifying and addressing policy matters and relevant risks;- Provide concise oral and written legal advice and guidance to the IG, Deputy IG, Counsel to the IG, the Assistant Inspectors General, and their staffs on matters involving the above referenced areas of law;- Analyze legislation, programs, policies, regulations, and plans to determine impact to the OIG;- Interact with Congress, the Office of Management and Budget, law enforcement partners, the Department of Justice, and other OIGs, to include the other IC component IGs, IC IG, and DoD IG. Participate in IC and IG Community wide councils and working groups to develop robust professional networks, learn and share best practices, and stay informed of significant developments in law and policy impacting the OIG;- Review OIG work product for technical accuracy, completeness, and legal sufficiency;- Advise on information requests from NSA organizations, external stakeholders, Congress, the media, and the public; and- Perform other tasks and projects, as appropriate.

Job Summary

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position.Degree must be a Professional Law Degree (LL.B. or J.D.) and requires active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.*Relevant experience as determined by the Office of the General Counsel (or the Office of the Inspector General for positions in the OIG) must be professional legal experience that is commensurate with the duties and responsibilities of the position. See DoD Instruction (DoDI) 1442.02 for exceptions to the grade-level standards.SENIORGrade 13: Must have in excess of 2 years of relevant experience.*Grade 14: Must have in excess of 3 years of relevant experience.*
EXPERTGrade 15: Must have in excess of 3 years of relevant experience.*

Legal experience and knowledge of law in one of the following areas is required:-federal acquisition-fiscal law-administrative-investigatory-litigation-intelligenceThe ideal candidate is a highly-motivated and qualified attorney with excellent oral and written communication skills, astute problem-solving, analytic, and interpersonal skills, and possess a desire for continual learning. The candidate must be:-detail-oriented;-customer and results oriented;-able to adjust to changing situational requirements;-able to build relationships across the Agency and with external stakeholders; and-able to manage multiple tasks with competing timelines and deliverables.

Pay, Benefits, & Work Schedule

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.Salary Range: $117,962 - $191,900 (Senior/Expert)Salary range varies by location, work level, and relevant experience to the position.On the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee.Benefits: NSA offers excellent benefits to include relocation assistance, flexible work schedules, generous leave programs, paid personal fitness time, training and continuing education classes, health and life insurance, Federal Thrift Savings Plan (TSP), and a Federal retirement plan.Work Schedule: This is a full-time position, Monday - Friday, with basic 8 hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).
