Job DescriptionThe ECF Recapitalization (ER) department was formed to recapitalize the capabilities of the Expended Core Facility (ECF) which is approaching the end of its life. The Facility Projects and Contract Management (FCPM) unit is responsible for application of enhanced tools for work planning, performance management, risk management, delivery of budgetary work products and overall integration of tools and communications across and external to the department.
FCPM is seeking an advisor project manager who can provide leadership, functional expertise, and mentorship in project management tools and application, as well as leadership in communications to audiences both internal and external to the project(s). The advisor PM will be responsible for evaluating change requests and approving or rejecting as appropriate, managing overall costs versus budget, managing subcontracted relationships, identifying and mitigating project risks, and interfacing with and integrating the efforts of stakeholders, and supporting personnel and line management to ensure project objectives are achieved. The advisor PM will administer all aspects of the ER budget methodology and will mentor control account managers on estimating costs and uncertainties, and identifying, quantifying and managing risks and opportunities. The PM will also partner with the ER senior leadership team to develop and influence key communications to provide a project perspective that is tailored to the audience.
The successful candidate should understand project management processes and have the capacity to understand project performance data at a detailed level but be able to communicate key takeaways at a high level. The ability to communicate with a diverse set of project stakeholders, support organizations, and Naval Reactors personnel is essential. This position also assists the ER senior leadership team in strategic direction for the individual projects, and the department as a whole.
Required Combination Of Knowledge And SkillBachelor's degree from an accredited college or university and a minimum of 12 years of relevant experience; or Master's degree from an accredited college or university in a related field and a minimum of 10 years of relevant experience.
Preferred Skills
  • PMP or NNL Project Management Certification
  • Familiarity with Naval Reactors DOE Order Implementation Bulletin (IB) 413.3-109, DOE Order 413.3B, and the Critical Decision process
  • Experience in multiple projects, departments, and/or directorates in both technical and project management roles

Pay Range$123,600 - $197,000 annually
The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A.
