Job Description:

The Director of Program Management will lead the implementation of the Data & Analytics (D&A) strategy for the Department. This role is essential to support and enhance the Department’s data and analytics needs, driving innovation and efficiency in data utilization.

Education:
  • Bachelor’s or Master’s degree in Data Science, Environmental Science, Information Science, Information Technology, or a related field, or equivalent work experience.
Required Tasks to be Performed:

Data Strategy and Leadership:

  • Revitalize and implement a comprehensive D&A strategy aligned with the Department’s mission and strategic objectives.
  • Drive innovation, efficiency, and effectiveness in D&A utilization.

Data Governance:

  • Establish and enforce data governance policies, standards, and procedures.
  • Ensure the integrity, quality, privacy, and security of data assets in compliance with regulatory requirements and industry best practices.

Data Architecture and Infrastructure:

  • Oversee the design, development, and optimization of scalable data architectures and infrastructure.
  • Support the collection, storage, integration, and analysis of data assets from diverse sources.

Data Analytics and Insights:

  • Lead the development and deployment of advanced analytics and data science capabilities.
  • Derive actionable insights from data assets to inform decision-making and enable continuous improvement in environmental conservation and restoration efforts.

Data Literacy:

  • Advocate for training among stakeholders and develop relevant curricula for various data roles in the agency.
  • Lead training sessions as needed to promote data literacy.

Stakeholder Engagement:

  • Collaborate with internal and external stakeholders, including senior leadership, program managers, scientists, policymakers, and external partners.
  • Understand data needs, prioritize initiatives, and promote data-driven decision-making throughout the organization.

Talent Development, Skills, and Career Development:

  • Lead a high-performing D&A team, fostering a culture of collaboration, innovation, and excellence.
  • Provide guidance, mentorship, and professional development opportunities to team members.

Technology Evaluation and Innovation:

  • Coordinate with the Data Architect to evaluate emerging technologies, tools, and platforms in data management, analytics, and visualization.
  • Identify opportunities for innovation and optimization to enhance the department’s data capabilities and outcomes.

Performance Measurement and Reporting:

  • Establish key performance indicators (KPIs) and metrics to monitor and evaluate the effectiveness of data initiatives and investments.
  • Prepare regular reports and presentations for senior leadership and stakeholders.

Leadership and Mentorship:

  • Provide leadership, guidance, and mentorship to junior staff members and colleagues.
  • Foster a culture of continuous learning, innovation, and excellence in D&A practices.
Required Knowledge, Skills & Abilities (KSAs):
  • Experience: 10-15 years in data management, metadata management, data governance, or information management, with proven experience in senior leadership roles overseeing data management, analytics, and governance initiatives. (Proficiency level – 5)
  • Data Governance Principles: Broad understanding of data governance principles, data architecture, data analytics, and emerging technologies in data management and analytics. (Proficiency level – 5)
  • Leadership and Communication: Excellent leadership, communication, and interpersonal skills. (Proficiency level – 5)
  • Influence and Inspiration: Ability to influence and inspire cross-functional teams and stakeholders at all levels of the organization through storytelling, teamwork, and collaboration. (Proficiency level – 5)
  • Strategic Thinking: Strategic thinking, problem-solving, and decision-making abilities with a track record of driving organizational change and achieving measurable results through data-driven approaches. (Proficiency level – 5)
  • Relationship Management: Excellent relationship management skills, including building relationships and trust through active listening, demonstrated interest in business challenges, and time spent assisting colleagues. (Proficiency level – 5)
  • Communication Skills: Excellent oral (presenting and public speaking) and written (documentation, briefing reports, correspondence, PowerPoint presentations, etc.) communication skills. (Proficiency level – 4)
  • Technical Translation: Ability to translate technical insights into actionable strategies and initiatives. (Proficiency level – 4)
  • Work Prioritization: Ability to determine work priorities and ensure proper completion of work assignments. (Proficiency level – 4)
Preferred Knowledge, Skills & Abilities (KSAs):
  • Contextual Experience: Experience in data management, metadata management, data governance, or information management in a scientific, governmental, or environmental context.
  • Environmental Science Knowledge: Strong understanding of environmental science concepts, regulations, and challenges.
  • Specialized Data Knowledge: Familiarity with water quality, air quality, waste management, land conservation, or public recreation data.
  • Emotional Intelligence: Strong emotional intelligence skills.
  • Facilitation Skills: Experience with facilitation to elicit ideas from others, understand their issues, and encourage group participation.
