Summary

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 through GS-11.

You will serve as a Quality Assurance Specialist (Shipbuilding) in the Quality Assurance Department (Code 94A) of the Naval Sea Systems Command (NAVSEA) Inactive Ships On-Site Maintenance Office, Pearl Harbor, Hawaii.

Duties

  • You will perform inactivation, maintenance, and disposal workload associated with Inactive Fleet assets.
  • You will develop and execute Quality Assurance Plans for assuring contractor compliance with the terms of the contract.
  • You will review and update assigned Quality Assurance Plans on a semi-annual basis to assure all necessary changes are made.
  • You will perform inspections of the contract site for condition of vessels and effectiveness of the contractor's quality control and inspection programs as outlined in the Federal Acquisition Regulation (FAR) and the performance work statement.
  • You will perform in-progress inspections of contractor workload and acceptance inspections of work completed by the contractor.
  • You will provide discrepancy reports to the contractor on discrepancies requiring corrective action.
  • You will assist in performing quality assurance evaluations of the contractor's safety and environmental programs to include review of Sink Exercise (SINKEX) and disposal packages.
  • You will conduct periodic inspections of government furnished property/government furnished equipment to ensure contractor maintenance is performed as specified in the contract.
  • You will identify additional work to be performed by the contractor.
  • You will provide technical guidance and data to contractor to perform tasks outlined by the Technical Direction Letters.
  • You will review and pass initial judgments on contractor-provided recommendations.
  • You will review contractor-prepared reports to ensure adherence to the contract.
  • You will provide technical guidance and accompany the contractor when receiving new vessels for acceptance inspections and for disposing of vessels when authorized by the Chief of Naval Operations (CNO).
  • You will conduct quality assurance of contract closeout inspections.
  • You will coordinate the dry docking, facility (utility) installations, and other maintenance services with various other Navy organizations.
  • You will provide forecast data on vessel, facility, and equipment maintenance to assist the budget analyst in preparing the annual report.
  • You will plan, develop, and maintain the INACTSHIPMAINTO Safety, Occupational Health and Environmental Program.
  • You will perform collateral duties as Safety Officer, Fire Prevention Officer, Radiation Safety Officer, or any other collateral duty as assigned by the Quality Assurance Supervisor.
  • You will monitor contractors' work for compliance with safety, health, and environmental regulations, instructions and procedures.
  • You will provide performance feedback to the Quality Assurance Supervisor concerning contractors' performance in relation to the incentive matrix in the contract.

  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least three years of general experience, one year of which was at or equivalent to the GS-4 grade level or pay band in the Federal service or equivalent experience in the private or public sector in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

Education

In lieu of general experience, you may qualify with the following education or combination of both education and experience:

  • Successful completion of a full four-year course of study leading to a bachelor's degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
  • A combination of experience and education as described above that equates to one year of experience.
