Duties
  • You will provide guidance and assistance to HR staff and Command supervisors and employees on all areas of human resources (HR) management regulations, policies and laws.
  • You will participate in the development of strategic and operational plans with senior level managers and key operating officials of serviced organizations.
  • You will serve as second level supervisor to certain HR functions through a subordinate staff of branch supervisors performing advisory, technical, and administrative services on local Human Resources activities.
  • You will develop and execute HR operations strategies supporting classification, staffing, training/development, labor/employee relations, data/tool development, etc.
RequirementsConditions of Employment

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.

Additional information
This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, has converted to the Acquisition Demonstration Project (AcqDemo) which is an alternate personnel system. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05. If your current salary is above this amount, your salary may be matched.
This position is equivalent to the GS-14 level.
Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
This position is covered by the Department of Defense Priority Placement Program.
This position typically works a 40 hour work week.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
